A Study of Governance Models for Gender Mainstreaming: Focusing on the Urban Design Project in Gwangju

Ⅰ. 서 론 1. 연구의 배경 및 목적 광주지역에서는 성 주류화의 확산과 추진을 위해 성인지 통계, 성별영향분석 평가를 도입하여 시행해 오고 있으며, 2012년부터는 지방 성인지 예산제도를 시행하고 있다. 성 주류화 확산을 위한 노력은 중앙정부나 지방정부 등 정부주도형 또는 행정중심형이 아니라, NGO 활동가와 지역의 젠더 전문가, 의회 의원, 언론 등을 아우르는 참여와 협력으로 이루어져야 한다고 여겨지고 있으며, 이는 활성화된 네트워킹을 통하여 지역사회 전반으로 확산되어야 할 필요성을 지속적으로 제기하고 있다. 또한 지금까지 성 주류화 정책사업의 실행과 그 평가는 결과물 중심으로 이루어진 경향이 있고, 실행과정에서 도출될 수 있는 성인지적 관점에 대한 이해와 개별 정책 영역에서의 성 주류화 실행에 대한 충분한 탐색이 활성화되지 못하고 있다. 이러한 측면에서 실제 정책 실행과정에서 성 주류화 정책개선이 어떻게 이루어지는지 검토할 필요가 있다. 따라서 본 연구는 광주지역에서 이루어지는 도시공간 시설설치ㆍ개선사업을 대상으로 일련의 정책 실행과정을 성인지적 관점으로 살펴보고, 이를 개선하는 성 주류화 실행 주체들과의 활동을 통해 도시공간 시설설치ㆍ개선사업의 성별영향을 분석하고자 하였다. 이러한 연구를 통하여 광주지역 성별영향분석평가의 성과를 분석하는 한편, 지역 성 주류화 실행주체들의 네트워킹 및 협력활동, 모니터링 등을 통한 광주지역 성별영향분석평가 실행의 성과 및 문제점을 도시공간 시설설치ㆍ개선사업 사례분석을 통하여 파악하였다. 또한 본 연구를 통하여 도시공간 시설설치ㆍ개선사업 사례를 비롯한 도시공간사업의 실행단계별 성평등성 제고 방안을 살펴보고, 향후 성 주류화 확산을 위한 개선방안을 도출하였다.

The Gwangju Metropolitan City has been conducting gender sensitive statistics and gender impact assessment(GIA). The City has initiated gender sensitive budgeting in local government level from 2012 in order to strengthen gender mainstreaming. There has been a strong consensus that gender mainstreaming should be achieved by wider participation and collaboration of NGOs, gender experts, local council members and the media instead of being exclusively led by the central or the local government. In some cases, the operation and the assessment of gender mainstreaming projects have been narrowly focused on result. There is also a lack of consideration how the understanding of gender sensitive perspective comes about in the process of each project. This calls for a great need to examine how the policy put into practice and how this affects the improvement of gender mainstreaming. The aim of this study is to review the process of implementing policies in the area of urban space development from a gender sensitive perspective with an emphasis on the activities of various actors who involve in the process. This study suggests that the best way to promote gender mainstreaming at local level is to encourage participation and full support from local residents. One of the ways of achieving this is to carry out educational programs as well as facilitate dialogues among citizens. This study investigates the ways in which a local GIA Monitoring Group was recruited among local women and they were provided with adequate professional training. This monitoring group contributed not only maintaining the best practice of monitoring but also increasing public awareness on gender mainstreaming in the area of urban design. This demonstrates that the gender governance works best by pushing the current status of gender network or advisory committees to the next level by building a system where local women get involved in the whole process of decision and policy making.
