A Search for a New Paradigm in the Policies to Develop Women's Enterprise

1. 연구목적 □ 본 연구는 여성기업 정책의 전환점 모색을 위하여 기초자료 분석과 관련 전문가 조사를 통하여 정책 설계(policy design)의 토대를 마련하고 정책이 슈별 의제를 발굴하고자 시도되었다. 연구목적의 달성을 위해, 여성기업 지원정책의 기존 구성틀(여성기업 지원 인프라 구축, 창업지원, 여성기업 활동 지원 등)보다는 최근 국내외의 중소기업 지원정책의 동향과 여성기업의 구조적 문제에 대한 정책이슈를 구조화하고 관련된 기초자료와 현황을 분석하고자 하였으며, 발굴된 정책이슈의 우선순위와 정책대안에 대하여 전문가 조사를 통하여 정책과제를 도출하고자 하였다. 2. 여성 기업가정신과 여성 기업인 특성 □ 우리나라에서 기업가정신의 주목받기 시작한 것은 그리 오래되지 않았다. 외환위기 극복의 일환으로 정부 주도적인 창업 활성화 정책이 쏟아지면서 창업 비중이 큰 폭으로 증가하였고 여성기업 수도 꾸준히 증가하는 추세를 보이고 있다. □ '99년 제정된 여성기업지원법은 정부 정책의 젠더 평등을 달성하기 위한 목적으로 취업취약 계층 여성의 자영창업을 활성화시키고 여성 기업가에 대한 사회적 인식을 제고시켰다는 점에서 의의를 가진다. 그러나 여성 기업가정신을 고취시키고, 경영활동의 젠더위계를 완화시키는 데에는 기여하지 못하였다. 그리고 여성 창업이 여전히 음식숙박업과 도소매업에 편중되어 있고 5인 미만 영세사업장에 머물러 있다.

This study aims to seek for a new paradigm in the policies to develop women's enterprise. The policy supporting women's enterprise has been established in 1999 in order to promote women's start-up business, which was based on the consideration for social minority. The major findings of this study are as follows. First, the government policies toward women's enterprise has boosted the quantities of women's enterprise, but their entrepreneurship hasn't been improved much. Second, the countries with high rate of women's employment like North Europe show relatively lower rate of self-employed women entrepreneurs. On the other hand, Korea, Turkey, Mexico, and Greece have relatively higher rate of them. The simple rate of women's enterprise including self-employed is not related to the competitiveness of countries. Third, the needs of the policies on women's enterprise were highly evaluated, but the effectiveness of them were not by the experts in the relevant areas. Two future directions on the policy of women's enterprise are suggested. (1) To improve entrepreneurship in women's start-up business. (2) To promote to global oriented small giants.
