The Change of Population Structure and Its Impact on Family Environment in Korea

1. 연구의 필요성 및 목적 한국 사회는 단기간에 압축적인 산업화ㆍ도시화 과정을 거쳤다. 서구에서는 수백 년에 걸쳐 이룬 변화를 불과 수십 년에 경험하였다. 이러한 광범위하고 급격한 사회적 변화에 따라 가족의 변동 또한 넓은 범위에서 빠른 속도로 이루어지고 있다. 가족구조의 다양화 및 가구의 규모ㆍ기능의 변화가 이루어지고 있으며, 가족을 구성하는 구성원 수의 감소, 전통적인 가족기능의 약화, 가족 해체 추세의 증가 등의 여러 가지 변화가 나타나고 있다. 이러한 변화는 1997년 말의 경제위기와 2008년의 금융위기로 인해 더욱 가속되었다. 한국 사회의 가족은 위기를 넘어 해체까지 언급될 정도로 다양한 변화에 직면하고 있다. 이 연구는 이렇게 다양한 변화를 겪고 있는 한국 사회의 인구구조와 가족의 미래에 관해 살펴보는 것을 목적으로 한다. 이를 위해 객관적 방법과 주관적 방법으로 한국 사회 인구구조와 가족구조의 미래의 모습을 살펴본다. 그리고 이러한 미래를 대비하기 위하여 어떠한 준비를 해야 하는가에 관해 논의하고자 한다.

Korean society has undergone many changes resulting rapid changes of family environment. This study explored the change of population structure and its impact on family environment around 2030s. For this purpose, we used two different methodologies: population projection and scenario planning. First of all, the results of population projection are as follows: (1) total population is expected to decline. Furthermore, its decreasing rate will be larger; (2) if fertility rates remain low, the proportion of the aging population will rapidly increase; (3) the past imbalance of sex at birth will cause imbalance of sex at marriage market; and (4) single-member households will become the major category of households. Especially, female-singlemember households will rapidly increase. Scenario planning provided similar results. Immigrants will increase. Aging and divorce rates will increase while birth and marriage rates will decrease. These changes of population structure are believed to be related with the following change of family environment: (1) lifestyles including clothing, food, and housing cultures are expected to change the most; and (2) family rituals and family consciousness will rapidly change. To prepare these types of future, the study proposed the expansion and improvement of the policies of care service, insurance, and job for aging population. Extended policies for international marriage are necessary to cope with the problem of sex imbalance at marriage market. Central government as well as local governments should give more considerations to single-member households.
