Role Intensification of a Local Council for Gender Mainstreaming: with focus on the Busan District

이 연구는 그 동안 지방의회와 지방의원이 성 주류화와 관련해서 어떤 역할을 해왔고 앞으로 할 것인가에 대한 학문적 혹은 현실적 관심이 저조했다는 것에 주목했다. 이 연구의 목적은 지역의 성 주류화를 위해 현재 의회 및 의원이 수행하는 역할이 어떠한지 살펴보고 향후 역할을 강화할 수 있는 방안을 모색하는 것이다. 이를 위해 지역은 부산을, 대상은 부산광역시의회와 부산의 남구, 해운대구, 사상구 등 3개의 구의회를 중심으로 사례연구를 진행했다. 연구내용은 여성의 주류화, 젠더 관점의 주류화, 주류의 전환이라는 성 주류화의 기본적인 틀을 바탕으로 부산지역의 사례를 분석하고 발전과제를 도출하는데 주력했다. 연구방법은 문헌연구와 심층면접조사를 주로 활용했다. 분석한 문헌은 부산광역시의회의 의정활동과 관련된 자료이고, 심층면접은 부산지방의회의 전현직 의원, 정당 관계자, 전문가 등30명을 대상으로 진행했다. 이 연구를 통해 성 주류화에 대한 지방의회 의원의 관심을 높이고, 지방의회 차원에서 제도화할 수 있는 구체적인 방안을 제시하고 나아가 지역사회의 성평 등 확산에 긍정적인 영향력을 미칠 수 있기를 기대했다. 연구결과로 도출한 정책제언은 모두 10가지이며 다음과 같다. 1. 지방의회의 홈페이지 및 각종 자료에서의 성별분리통계 실시 2. 지방의회 여성의원의 진출 확대를 위한 법적 조치 강화 3. 지방의회 의장단 및 상임위원장으로 여성 진출이 확대 4. 광역의회에 성평등위원회, 기초의회에 성평등특별위원회 구성 5. 지방의회 의장단 및 상임위원회에 성 주류화 자문위원회 구성 6. 지방의회 의원의 성 주류화 연구모임 결성 및 지원 7. 지방의회 의원을 위한 성 주류화 워크숍 개최 정례화 8. 기초의회 전문위원직 개방형직위로 전환 9. 성 주류화 의정활동 모니터링 도입 10. 지방의회에서 결정할 사항이 많은 성 주류화 정책으로

The aim of this study is to inquire into the plan to intensify the role of the local council for gender mainstreaming of a district. For this purpose, this study did a case study with focus on 3 District Councils and Busan Metropolitan Council in Busan. This study set its research period from April until August, 2011 and used mostly the literature research and interview survey as a researching method. As regards literature, this study analyzed the data related the city council activities, and conducted the interview survey targeting the 30 people including former & present members of the city council, political parties interested, and experts, etc. This study drew 10 suggested policies from the research results as follows: 1. Implementation of Gender Separation Statistics in Homepage of the local council and every sort of data 2. Intensification of legal measures for expanding women members' entry into the local council 3. Expansion of Women members' entry into the chairmanship & vice-chairmanship and head of the standing committee in the local council 4. Organization of gender equality committee & gender equality ad hoc committee in the local council 5. Organization of gender mainstreaming advisory committee in the local council 6. Support of the local council member's organization of the gender mainstreaming research group 7. Opening the local council-sponsored gender mainstreaming workshop on a regular basis 8. Switching of the position of the local council expert adviser to open position 9. Introduction of monitoring of gender mainstreaming local council activities 10. Putting the local council in charge of the gender mainstreaming policies
