1. 연구개요 가. 연구목적 이 연구의 목적은 지방자치단체 수준에서의 성 인지 통계, 성별영향평가, 성인지예산 연계 방안을 검토하고 구체적인 적용 방안을 제시하는 것임. 나. 연구내용 1) 성 인지 통계, 성별영향평가, 지방자치단체 성인지 예산제도의 법적 근거인 통계법, 성별영향분석평가법, 지방재정법의 관련 내용을 검토함. 2) 지방재정법 시행령(안)의 성인지예산서 필수요소, 지방자치단체 재정구조 및 예산편성 지침 분석 결과 등을 바탕으로 지방자치단체 성인지예산서 작성 양식 및 지침(안)을 개발함. 3) 성 인지 통계, 성별영향평가, 성인지예산서 연계 방안을 제도 추진 일정, 대상사업, 평가지표, 추진체계의 측면에서 제안함. 다. 연구방법 1) 성 인지 통계, 성별영향평가, 성인지 예산제도 시행에 따른 각종 문헌자료를 수집, 검토함. 2) 행정안전부, 여성가족부, 기획재정부 및 지자체 전문연구기관 등과 자문회의를 개최함. 3) 행정안전부, 여성가족부, 기획재정부, 지자체 공무원, 지방의회, 지자체 전문연구기관 등이 참여하는 토론회를 개최함

This research examined the strategies to link gender statistics, gender impact assessment, and gender budgeting at local levels. There have been several attempts to integrate the three systems, but the complete integration was not possible as there was no legal ground. However, through a new legislation on gender impact assessment effective from March 2012, gender impact assessment and gender budgeting will be officially linked, and the expectations from local governments need to be met by fully integrating the two systems so that local governments can undertake those related tasks more effectively. To assist this integration process, we have developed the gender budgeting statement form and instructions that will be used by local governments from 2012. And we also examined a few ways to integrate these three systems and related legislations. Based on the results, we propose concrete strategies to integrate gender statistics, gender impact assessment, and gender budgeting at local levels by providing a tentative schedule, targeted programs, and implementing structures. 1. Linking the schedule: Gender statistics need to be accumulated before gender impact assessment and gender budgeting are implemented. 2. Linking the targeted programs: The results from gender impact assessment will provide the basis when selecting programs which will be targeted by gender budgeting. 3. Linking the index: The gender equity index from gender impact assessment, such as "program beneficiary" and "budget distribution" can be linked to the "gender beneficiary analysis" from gender budgeting statement. To make such a link, "program target group" needs to be defined beforehand and gender statistics need to be collected in terms of "program target group", "program beneficiary", and "budget distribution". 4. Linking the implementing structures: At a national level, "Statistics Korea", "Ministry of Gender Equality and Family", and "Ministry of Public Administration and Security" should collaborate to establish the implementing structures. At the same time, "Gender statistics deputy", "Gender impact assessment deputy", and "budgetary department" will have to work together as local levels.
