정치적인 요인이 기초자치단체의 재정지출에 미치는 영향

The Influence of Political Factors on Local Governments' Expenditures

본 연구는 2001∼2011년 우리나라의 지방선거결과를 포함하는 정치관련 변수 그리고 기초자치단체 수준의 재정변수 및 여타 사회ㆍ경제적인 변수를 포함한 패널 자료를 구축하여, 정치적인 요인이 기초자치단체의 예산에 미치는 영향에 대하여 실증적으로 분석하였다. ArellanoㆍBond(1991)가 제안한 동적 패널(dynamic panel) GMM을 이용하여 추정한 결과, 다양한 정치적 요인들이 기초자치단체의 지출에 영향을 주는 것으로 나타났다. 구체적으로 지방선거 실시는 기초자치단체의 전체 지출을 약 4% 증가시키는 것으로 나타났으며, 이는 주로 자본지출의 큰 증가에 기인하는 것으로 추정되었다. 아울러, 기초자치단체장의 집권당 여부, 선거의 경쟁도, 소속 정당의 정치적 성향도 기초자치단체의 예산에 대해 유의한 영향을 주는 것으로 나타났다.

This study focuses on the construction of a panel data set which consists of election outcomes, various fiscal variables, and other economic and socio-demographic variables at the elementary local government level during 2001-2011. Using the constructed panel data set of Korea, we implement the dynamic panel GMM proposed by Arellano and Bond(1991). Estimation results show that various political factors are significantly associated with the expenditure of elementary governments. For example, in election years the total expenditure of elementary governments is about 4% higher than in non-election years. This rise is mainly due to the significant rise of capital expenditure. Whether the incumbent is a member of the party in power or not, whether the incumbent is a member of progressive parties or not, and the competitiveness in the previous election also turn out to be significantly associated with the change of the expenditure of local governments.
