지목불일치 해소를 위한 현실지목의 조사 방법 연구

A Study on the Survey Method of the Real Land Categories for Resolving the Land Category Non-Coincidence

본 연구에서는 공부지목과 현실지목의 불일치 실태조사를 기초로 현행 제도적 범주내에서 수시, 정기적으로 현실지목을 조사할 수 있는 방법과 절차를 제시하고자 하였다. 이를 위해 포천시의 도심지역과 농촌지역으로 이루어진 연구지역을 선정하고 지목불일치 현황을 분석하였다. 분석결과, 포천시 지역의 지목불부합 현상이 상당하게 진행되고 있는 것으로 나타났으며, 지목별 지목불일치 분석에서는 답의 지목이 불일치 비율이 가장 높게 나타났다. 이러한 실태분석에 기초해 공부지목과 현실지목의 불일치 해결을 위한 조사방법으로 상시조사 방법과 정기조사 방법을 구분해 세부절차를 제안하였다. 본 연구의 방법론을 보다 구체화하여 시행한다면 지목불일치 문제 해결에 도움을 줄 수 있을 것으로 기대된다.

This study suggested the method and procedure of a survey on the real land categories within the current institutional categories on a frequent or regular basis, based on the actual condition surveys of the non-coincidence of registrated land categories and real land categories. In this end, the research area composed of an urban area and rural area in Pocheon-si was selected and the current land category non-coincidence was analyzed. As a result of analysis, it was found that the land category non-coincidence is in an advanced stage. In an analysis on the non-coincidence for each category, the non-coincidence of paddy-fields was the highest. Based on the results of the actual condition surveys, to resolve the non-coincidence, the frequent survey and regular survey were used, and their detailed procedures were suggested. It is expected that the more actualized implementation of the methodology suggested in this study can help to resolve the issues of the non-coincidence of the land category.
