호주와 스코틀랜드의 일터 경험학습인정제(RPL) 비교 분석 및 시사점

Comparative Study on Recognition of Prior Work Experience Learning(RPL) in Australia and Scotland

이 연구는 호주와 스코틀랜드의 일터 경험학습인정제(RPL) 운영 실태를 비교 분석하고 시사점을 파악하는 데 목적이 있다. 분석 준거는 평가인정제의 설계 및 운영에 영향을 주는 핵심적 요인으로서 국가자격체계 및 교육훈련체제의 특성, 질 보장, 고등교육과의 연계, 사회적 파트너십 구축으로 설정하였다. 호주와 스코틀랜드는 성과중심 교육훈련체제 및 국가자격체계에 기반한 RPL을 설계 운영하고 질 관리체제를 갖추고 있다. 또한 국가자격체계를 갖는 양 국가 모두 외형적으로는 고등교육기관에서 RPL을 적용하고 있으나 전통적 학문지향 대학은 여전히 RPL 도입에 대해 소극적인 입장을 갖는다. 이 국가들은 모두 다양한 이해당사자들 간의 사회적 파트너십에 기반하여 RPL을 시행하고 있으나 호주는 산업체가, 스코틀랜드는 대학이 주도적으로 참여하고 있다. 우리나라는 이미 국가직무능력표준에 기반한 교육과정을 도입 운영하고 국가자격체계의 도입을 앞두고 있다. 이 상황에서 RPL 시행을 위한 논의가 보다 본격적으로 이루어질 필요가 있으며, 국가자격체계에 기반하여 RPL을 시행하고 있는 양 국가의 운영 사례와 시사점에 주목할 필요가 있다.

This study examines RPL policy and practice for skills learned at work in Australia and Scotland. Both countries have estabished National Qualification Framework(NQF) and have used it as a basis for RPL. NQF and Education and Training system, quality assurance, HEIs's involvement, and stakeholders involvement as critical factors which affect RPL is analyzed. Australia and Scotland both have developed NQF and recognition systems for CBT(Competency Based Training) and therefore they have infrastructure to link workplace skills recognition with national qualifications. Also, they have quality assurance system for RPL within NQF. Conceptual and cultural bias against RPL is common within traditional Universities of two countries. Both of them have strong partnerships participated with governments, industries and HEIs, although main actor is industry in Australia and HEIs in Scotland. In recent years, Korea has been introduced NCS based CBT, and KQF within some years ahead. Government needs to review the critical factors of implementing RPL in Korea from RPL policy and practices in Australia and Scotland.; RPL design and quality assurance within KQF, facilitating HEIs involvement in RPL and clear and strong partnerships within main stakeholders.
