국제이해교육의 방향설정을 위한 국가간 최근 동향 비교연구

International Comparative Study on the Direction of Education for International Understanding(EIU): Focused on the UK, the US, and Japan

20세기의 국제이해교육은 다른 국가에 대한 이해 또는 이들 국가들 간의 관계를 이해하는 데에 초점을 맞추어 왔다. 그러나 21세기의 상황은 이러한 전통적인 국가 간의 관계를 중심으로 한 시각만으로는 세계의 복잡한 체제를 모두 이해할 수 없게 만들고 있다. 그것은 세계화와 밀접한 관련이 있고 이러한 추세는 앞으로 더 심화될 것이 예상되기 때문에 국제이해교육은 이러한 세계적 변화를 교육에 반영할 필요가 있다. 이러한 배경에서 본 논문은 국제이해교육을 오랜 기간 실시해온 미국, 영국의 사례와 우리와 비슷한 환경에서 국제이해교육을 발전시켜온 일본의 사례를 중심으로 이들 국가의 최근 동향을 비교, 분석함으로써 21세기의 국제이해교육에서 중요하게 다루어야 할 주제가 무엇인가를 밝히고자 하였다. 분석결과 이들 국가들은 21세기에 들어와 세계화의 추세를 국제이해교육에 반영하려고 노력하고 있었으며, 각국은 국내적 상황에 따라 국제이해교육에서 강조되는 요소를 달리하고 있는 것으로 나타났다. 이를 비교 분석하여 도출한 21세기 국제이해교육의 방향은 첫째, 국가시민성과 세계시민성의 균형적 교육, 둘째, 국가역할의 재해석, 셋째, 비정부기구, 민간단체 등 국가 이외의 다양한 행위자의 요구 반영, 넷째, 보편적 가치관의 함양과 실천인 것으로 나타났다.

Education for International Understanding(EIU) in the 20th century was focused on the understanding of other countries and international relationships. However, this traditional approach is no longer applicable to many situations in the 21st century as globalization becomes more influential in various fields. This study attempted to explore the themes that are essential in establishing the direction of EIU through analysing and comparing current practices and trends in EIU. To achieve this research objective, three countries were chosen, namely the US, the UK and Japan, as the first two countries have taken leading roles in EIU and Japan is the country where the development of EIU has been similar to Korea. A comparative analysis revealed that they have tried to reflect globalization in their EIU, while showing some differences in their emphasis depending on their national situations. Based on the analysis, the following four directions were suggested for EIU in the 21st century: first, the balanced education for national citizenship and global citizenship, second, changing roles of the nation states, third, infusion of diverse voices from various actors on the world stage into EIU, and finally the need for teaching universal values and their practices.
