교육국제화특구 사업의 추진과정과 과제

The Study on the Implementation Process and Tasks of Business for Educational Internationalization Special District

이 논문은 교육국제화 특구의 추진과정과 내용을 알아보고 사업 발전을 위한 정책적 제언을 하는데 목적이 있다. 교육국제화특구는 교육의 국제화를 통한 인재 유치 및 양성이라는 근본 목적을 가지고 추진한지 2년이 다 되어가지만, 당초의 목적을 달성하지 못하고 있다. 그 주된 이유는 초중등교육의 국제화에 대한 곱지 못한 시선, 예산의 미확보, 일부 기초자치단체에 국한된 특구 지정이라는 세 가지 문제들이 지적되고 있다. 이러한 문제들에도 불구하고 교육국제화 특구의 발전을 위한 정책적 제언을 하면 다음과 같다. 첫째, 국가의 외국어 및 국제화 기존 교육체제를 선도할 수 있는 혁신사업들을 제안하고 구현할 수 있어야 한다. 둘째, 특정 집단이나 학생보다는 폭넓은 수혜대상자를 목표로 해야 한다. 셋째, 학교울타리 밖의 글로벌 역량 강화를 위한 노력도 병행되어야 한다. 넷째, 영어중심의 교육국제화특구가 아니라 영어에 더하여 다양한 세계어(중국어, 불어, 스페인어, 일본어, 아랍어 등)가 글로벌 교육프로그램의 중요한 부분으로 자리잡을 수 있어야 할 것이다. 다섯째, 교육국제화 프로그램의 단계적이고 체계적인 실행이 필요하다. 여섯째, 특구의 운영을 통한 국가발전에의 기여 가능성에 대한 중앙부처와 지자체 수준에서의 적극적인 홍보가 필요하다. 일곱째, 특구 추진 주체간 지역의 교육국제화를 위한 거버넌스 체제의 구축이 필요하다. 여덟째, 특구 상호간의 협의체 구축이 필요하다.

This paper aims to investigate the policy recommendations for the promotion of business process for educational internationalization special district. Special district has been passed two years after business begun with the talent for the fundamental purpose of the educational internationalization, but has difficulties for achieving the original goal. Negative view point for internationalization of the elementary and secondary education, insufficient budget, some basic district designation restricted to local governments have been pointed out as the main problems. Despite these issues, policy recommendations for the development of special district are as follows. First, we propose innovative projects that can lead the country in foreign languages and internationalization existing education system and should be implemented. Second, the broader educational consumer than a particular group or student should be beneficiary on education. Third, efforts to strengthen the global capabilities should also be parallel to the outside the school. Fourth, in addition to a variety of language (Chinese, French, Spanish, Japanese, Arabic, etc.) as well as the English language, special district will be able to establish itself as an important part of the global educational program. Fifth, there is a need for this process and systematic implementation of global educational programs. Sixth, there is a need for active promotion of the central government and local governments at the level of the possible contribution of the national development through the business of the special district. Seventh, it is necessary to build a governance system for the internationalization of the local community. Eighth, the Council is required to build a mutual special districts.
