A Study on the Threat Reality of IS(Islamic state) Extremism Terrorist Organization

극단주의 이슬람 수니파 무장 테러집단인 IS(Islamic State)는 칼리프 국가 건설이라는 목적을 달성하기 위해 소위 '지하드(성전)'이라는 단어를 악용하며 다수의 민간인학살, 인신매매, 인질참수 등의 갖가지 테러수법과 잔혹성으로 매스컴을 통해 시선을 모으고, 사람들의 공포심을 유발시키며 세계평화를 위협하고 있다. IS조직의 척결을 위한 미국의 전략과 목표는 우선 IS의 활동 자체를 무력화시키고 궁극적으로는 IS조직을 완전히 해체시켜 IS가 장악하고 있는 영토를 되찾기 위한 것이다. 이를 위해서 미국은 군사행동을 확대해 IS도피처 근절, IS에 흘러가는 원조와 글로벌 금융시스템으로의 접근 차단, 이라크 정부와 시리아 반군에 무기 지원, IS관련 정보수집 활동 강화, 종교를 빙자한 IS의 잔혹성 홍보, 유럽 등 외부세력의 IS조직원 유입차단, 미국 본토에 대한 보안 강화 등의 전략을 세웠다. 이슬람교의 정신을 극단적으로 왜곡하고, 풍부한 자금과 잔혹성으로 무장한 IS 무장 테러세력을 단시간 척결시키는 것은 힘들 수 있지만, 이슬람의 평화와 관용의 정신에도 배치되는 IS조직의 반문명적ㆍ반인륜적 테러행위는 어떠한 이유로도 용납될 수 없으며, 이러한 반문명적 위협을 제거하려는 국제사회의 노력에 미국을 비롯한 서방, 중동국가 등 많은 국가들이 IS격퇴를 위해 공동대응을 하고 있다. 본 연구에서는 이슬람과 테러(테러리즘)에 대해 이론적으로 검토하고, 현재 전 세계를 위협하고 있는 IS(Islamic State)무장 테러조직에 대한 위협 실태를 분석함으로써, 세계평화를 위한 공동 대응방안과 우리나라 국민의 테러리즘 위협에 대한 경각심 고취 및 효과적인 대응방안을 모색해 보고자 한다.

The extreme Sunni Muslims terrorist group called IS(Islamic State) has misused the term 'Jihad (Holy War)', gathered the mass media's attention by terror and brute methods such as civilian massacre, human trafficking and execution of hostage, and threatened the world peace causing horror among people, in order to meet the objective of constructing a caliph nation. The US strategy and objective of eradicating IS are initially to nullify the group's activity and ultimately to completely nullify the IS itself to reclaim territories occupied by the group. For such, the US has established a number of strategies such as expanding military operations to eradicate IS hideouts, blocking aid to IS and access to the global financial system, munitions support to Iraqi government and Syrian militia, reinforcing collecting intelligence associated with the IS, revealing the IS brutality under the guise of religion, blocking IS member's influx from other regions such as Europe, and enhancing the security on the US homeland. Although it may be difficult to eradicate the IS terrorist group within a short period of time who have extremely distorted the spirit of Islam and armed with rich fund and brutality, their anti-civilizational, anti-human terrorism against the peace and spirit of generosity in Islam should never be tolerated by any reason. On this global effort to eliminate the anti-civilizational threat, the US, the Western Hemisphere and Middle Eastern nations are on a joint confrontation to defeat the IS. The study aims to find the joint response plan for world peace and the Korean awareness to the threat of terrorism and effective response by theoretical reviewing the Islam and terror (terrorism) and analysing the threat from the IS.
