한국의 경찰수사경과제의 문제점과 개선방안

A Study on the Problems and Improvements of the Professional Investigative Police System in Korea

경찰의 수사경과제는 일반경과에서 분리된 수사경과를 창설하여 수사경찰의 선발, 승진, 인사를 별도로 관리하는 제도를 말한다. 수사업무에 종사하는 경찰관을 수사부서에만 근무시킴으로써 수사경찰의 전문성을 확보하겠다는 의미를 가지고 있다. 선진외국에서는 이미 오래전부터 실질적인 의미에 있어서의 수사경과제가 시행되어 왔다. 이 논문은 현행 수사경과제의 시행상의 문제점을 분석하고 그 개선방안을 연구하는데 있다. 연구는 문헌조사의 방법을 이용하여 현재 시행되고 있는 경찰의 수사경과제의 실태를 분석하고 그것의 문제점에 대한 도출과 개선방안을 제시하였다. 연구결과 현행 수사경과제의 문제점은 수사인력의 절대적인 부족, 전문수사팀간의 업무분담의 미흡, 수사팀간 또는 타 경찰서와의 공조수사의 문제, 수사여건 및 처우의 부족 등 다양한 문제점들이 지적되었다. 개선방안으로는 전문수사팀제의 활성화, 수사인력의 증원과 수사교육의 전문화, 업무배분의 적정성과 수사공간의 충분한 확보, 수사경찰의 승진 및 수사수당의 현실화 등 수사경과제의 시스템상으로 개선되어야 할 분야와 실무상 개선되어야 할 부분들이 제기되었다.

The professional investigative police system is the system to provide and to manage the profess investigator for personal selection, promotion and personal and performance affair apart from gene service. This system can ensure the professionalism of investigator by servicing the police who investigation related works under investigative department. The purpose of this study is analy practical problem and providing the improvement of the professional investigative police system. Since the Professional investgative police system has put in practice, the problem restricted field operation of detectives and interruption of communication between investgative police has occurred therefore the necessity for countermeasure has The professional investigative police system for the Korean police seems to be component for the specialization in investigative police. No one system can be early practice; it can be developed by modification and adjustment. The profession investigative police system is the system that can be contribute on the improvement efficiency of the investigate police and on the development of general police prove well. A lot of the problem are raised such as lack of the investigator, insufficient work division different investigation team, lack of the cooperation between different team, poor investigative environment, and lack of the treatment. For the improvement, it is suggested that activation of pro investigative police system, reinforcement of investigator, proffesionalized investigative appropriate work division, insurance of working space, promotion of investigator and actual allowance.
