경찰의 맞춤형복지 실태에 관한 고찰

A Review on the Flexible Benefits Plan for Police Officers in Korea

맞춤형 복지제도는 공무원의 후생복지를 위한 하나의 제도이다. 즉 이 제도는 현실적으로는 다양한 유형을 혼합적으로 설계하여 사전에 설계된 다양한 프로그램을 통해 일정금액의 한도 내에서 개인의 요구에 따라 선택할 수 있도록 하는 후생복지제도를 말한다. 우리나라의 경찰공무원에 대한 도덕적 요구수준과 역할기대는 사회의 타 부문에 비해 상대적으로 높아 청렴과 책임을 매우 강조하면서도, 사회구성원 또는 한 가정을 꾸려가야 하는 보통사람으로서의 경찰공무원 개인에 대한 인정이나 보상은 아직도 많이 부족하다고 보는 것이 일반적이며, 이는 경찰공무원의 근무조건, 위험도 등을 감안할 때 더욱 심하다 할 것이다. 따라서 이 연구에서는 현재 경찰청에서 운영하고 있는 맞춤형 복지제도의 실태 및 문제점을 살펴보고, 보다 향상된 경찰의 맞춤형 복지제도를 정착시키는데 위해 필요한 사항들을 논의하고 정책적 대응방안을 고찰하였다.

About fifteen years ago, Korean Government put into operation the government official flexible benefits plan. The flexible benefits plan is optional selective benefit system, by government for the official would take suitable choice. The government official flexible benefits plan makes the budget to be effectively used, official satisfaction to be heighten, and the efficiency of adminstration to be improved. Currently Korean Police Agency responses voluntarily to the rapid change of the society and keeps trying to stretch out to the advanced first rate police through out the continuous process of the renovation, innovation, etc. But the benefit system of the police doesn't respond appropriately to the personal office hour, condition and fatigue, and the Flexible Benefits Plan for Korean Police officer doesn't reflect the characteristic of the police but complies with the general standard of the central government agencies. In this study, We will look for the distinctiveness of the police and examine the improvement of the Flexible Benefits Plan. Especially, We set up the feasible alternatives to the high such as human augmentation or changes in operating subjects, budget increase or introduction of Performance-based, improvement of the welfare item, insurance item. So We hope more research about this matters to be done and to be instituted.
