아동학대 예방을 위한 정책적 대응방안에 관한 연구

A Study on the Policy Confrontation Plan for a Child Abuse Prevention

아동기는 인간에게 있어서 기본적인 성격 형성뿐만 아니라 장래의 모든 행동에 대한 기초가 이루어지므로 가장 중요한 시기라고 말할 수 있다. 아동기에 학대의 경험은 한 개인의 인생에 돌이킬 수 없는 악영향을 미치게 되고 건전한 사회인으로 활동하는데 많은 어려움을 발생시키게 된다. 최근 아동학대 및 아동방임에 대한 사회적 인식이 더욱 확대되면서 이에 대한 문제의 원인과 결과를 체계적으로 파악하여 효과적으로 대응할 수 있는 정책과 제도, 프로그램의 수립에 대해 중요성이 커지고 있다. 아동학대는 가정 내부의 문제라는 인식 때문에 아동들은 부모 또는 그 외의 학대가해자에게 노출되어 극심한 고통을 받고 있는 것으로 나타났다. 이에 본 연구는 아동학대는 중대한 범죄라는 인식하에 접근을 시도하였다. 아동학대의 유형과 원인에 대해 검토하고, 최근까지 발생되고 있는 현황과 그 특성을 분석하였다. 분석은 관련 기관에서 제공하고 있는 공식적인 자료와 DB를 통해서 연구자의 목적에 맞게 선별 및 재구성하는 작업이 병행되었다. 이를 토대로 아동학대를 예방하고 신속하게 대응할 수 있는 방안에 대해 기초자료를 제공하고자 하였다.

Childhood can say that the most important period, so made the basis for the future behavior of the formation of a basic character, as well as in humans. Experience of childhood abuse are irreversible adversely affect an individual's lifetime. And causes a lot of difficulties in activities with healthy member of society. In recent years, social awareness about child abuse and child neglect are being expanded. Therefore, to identify the causes and consequences of the problem systematically to respond effectively in policies and institutions, the establishment of the program is increasing in importance. Child abuse is a problem because of the perception that they are exposed inside the home to the parent or abuse assailant appeared to be getting a extremely pain. This study attempts to access child abuse were under the perception that serious crime. Review of the types and causes of child abuse, and analyzed the current situation and its characteristics taking place until recently. Analysis of this research was carried out by selected and reconfigure the DB official data provided by the related organizations for the purposes of research. Based on this analysis was to provide basic information about the ways of prevention of child abuse and to respond quickly.
