경찰혁신의 장애요인 및 나아갈 방향

개혁은 그 대상을 올바르게 선정하고 이를 단계적으로 변화시켜 나가는 일련의 과정이다. 때문에 개혁에 성공하기 위해서는 개혁대상을 정확하게 선별하고 장애가 되는 요인을 철저히 제거해야 된다. 우리 경찰은 지난 반세기 동안 제도적 안정에 매진 해왔고 그 결과 많은 성과를 산출하였으며 한편으로는 오점을 남기기도 하였다. 하지만 이제 과거의 어두웠던 경찰의 이미지를 완전히 벗어버리고 새경찰로서 거듭 태어나기 위한 산고를 겪고 있는 것이다. 우리 경찰이 혁신을 완수하기 위해서는 경찰상의 미확립, 경찰위상의 미정립, 인사적체, 과도한 업무량, 승진에 대한 과도한 집착과 같은 근본적인 문제점을 하나씩 해결해 나가야 한다. 내부적 문제점과 병폐를 수정하지 않고 앞으로 나아갈 수는 없기 때문이다. 이러한 장애요인을 극복하는 과정을 통하여 경찰은 자연스럽게 패러다임적 변화를 이룰 것이며, 민주경찰, 봉사경찰, 과학경찰로 거듭나게 될 것이라고 확신한다.

Reform is to choose a proper subject and to change its successive process step by step. Because of that, in order to succeed a reform, a reform subject should be appropriately chosen as well as a primary factor of an obstacle should be also thoroughly removed. For the last half century, the police department has pushed up its own systematic stabilization. In result, they could achieve a lot of outcome, but on the other hand they left some flaw. However, the police has begun to clear up its dark image from the past and they go through labor pains to be a new model for the police. They have to make solutions for fundamental problems as well as excessive pertinacity such as unestablishment of the police image, unpositioning of the police authority, personnel accumulation, excessive workload, and promotion. Without modifying internal primary factors and evil practices, they can not go straight forward. Through the process of coping with these primary factors of obstacles, the police will be naturally able to become a paradigmatic change and be also confident of reformation as democratic police, attendant police, and scientific police.
