The Role of Police for the Successful Implementation of Community Policing

급속한 사회변화는 경찰의 새로운 기능과 역할을 요구하게 되었고, 이러한 요구에 부응하기 위하여 경찰은 과거의 단순한 역할에서 탈피하여 경찰서비스를 질적으로 개선하려고 노력하여야 한다. 본 연구의 목적은 지역사회경찰활동의 정의를 명확히 하고, 성공적인 지역사회경찰활동과 연관된 경찰조직의 특징을 경험적으로 파악하며, 실무자들에게 어떤 변수들이 성공적인 지역사회경찰활동에 영향을 주는지를 이해하는 것이다. 우리나라 경찰에 대한 조사에서는 문제해결과정에서 일선경찰관의 재량권 허용이 13개 지역사회경찰활동의 성공적 집행과 관련된 변수들 중에서 가장 저조한 참여율을 나타내고 있다. 따라서 지역사회경찰활동의 집행을 외형적으로 보여줄 수 있는 프로그램의 적극적인 시행 이전에 지역사회경찰활동의 성공을 위한 근본적인 조직문화의 변화가 지역사회경찰활동의 성공적 집행을 보장해 줄 수 있을 것이다. 또한 지역사회경찰활동의 재교육 프로그램 개선을 위한 방안을 모색하여야 할 것이다.

A rapidly changing society needs new functions and roles of police. Corresponding to this demands, police must change simple roles of police in the past and try to improve the quality of police service. The purpose of this study is to provide an understanding of the factors related to the successful implementation of community policing. More specifically, this study include clarifying the definition of community policing, empirically identifying the characteristics of police departments that are associated with successful community policing, and providing practitioners with an understanding of how characteristics influence successful community policing. Research findings say that, among 13 factors related to the success of community policing, policemen's discretion resolving community problems appears the major problem for the successful community policing. Prior to implementing community policing programs, for the successful implementation of community policing, it can be essential to change fundamental organization culture and to improve reeducation programs of community policing.
