경찰공무원 치안서비스제공의 일관된 행태 저해 요인에 관한 논의

The Discussion on Restraints on Consistent Behaviors of Policing Services by Police Officer -Focused on microscopic and macroscopic aspects-

지역사회 경찰활동이 대두되는 시점에서 국가는 누구에게나 평등한 치안서비스를 제공해야할 의무가 있으며, 국가를 대신해 이러한 치안서비스를 제공하는 경찰은 치안서비스의 일관성을 가짐으로써 국민의 생명ㆍ신체ㆍ재산을 보호하고 사회의 안녕과 질서를 유지해야 한다. 누구에게나 평등한 치안서비스의 제공에 따른 질서의 유지라는 점에서 경찰이 지향하여야 할 서비스의 개념에 반드시 일관성이 포함되어야 할 것이다. 즉, 치안서비스 결과가 아닌 치안서비스의 과정중에 이루어지는 경찰의 행태에 대한 것까지 포함되어야 할 것이다. 이는 치안서비스의 결과가 같더라도 치안서비스의 과정 중 일관되지 않은 경찰의 활동으로 시민들은 불만 및 불안감을 가질 수 있기 때문이다. 이 때문에 경찰이 제공하는 치안서비스는 치안서비스의 제공과정에서 일관성을 가짐으로써 시민에게 만족감과 신뢰감을 갖추어야 할 필요성이 있다. 경찰조직은 이러한 일관된 행태를 제공하기 위해 법적인 근거를 기반으로 법적 안정성을 확보함으로써 평등한 치안서비스를 제공하려고 노력하고 있다. 그러나 치안서비스를 제공하는 직접적당사자인 경찰공무원은 개인적 요인, 조직적 요인, 조직외적인 요인 등 다양한 요인으로 인해 일관된 행태를 상시적으로 유지하기에 곤란함이 항상 존재한다. 이러한 요인들을 개선하여 일관된 치안서비스를 제공하기 위해서는 일관된 치안서비스를 저해하는 요인을 찾아내고 일련의 처리과정상 예견가능성을 높여야 할 것이다. 따라서 일관된 치안서비스의 제공으로 시민들에게 법적 안정성과 과정상의 예견성을 높여 평등하고 균일한 치안서비스를 제공함과 동시에 대민신뢰 또한 확보할 수 있어야 한다. 본 연구에서는 경찰공무원의 일관된 행태의 저해요인에 관한 논의를 바탕으로 경찰공무원의 미시적, 거시적 요인을 탐색하고자 하였다.

At the point community oriented policing is on the rise. The nation has a duty to provide anyone with fair policing services and the police serving these services on behalf of the nation should protect nation's life, property and body, maintain peace in a society and social order with consistency. In terms of maintaining order by the provision of fair policing services to anyone, consistency must be included in concepts of service that the police should aim for. Namely, not only should the result of policing services be covered but the police's behaviors in the process of policing services have to be included. This is because the nation could be provided with complaint and anxiety by the police's behaviors which are not inconsistent in the process of policing services even though the results of policing services are concluded as same. Because of this. It's necessary for the policing services by the police to provide a feeling of satisfaction and confidence for the nation in the process of policing services. Police organizations are trying to provide policing services based on legal grounds by ensuring legal stability in order to provide such consistent behaviors. However police officers who are directly involved in providing policing services have difficulty in maintaining consistent behaviors constantly due to various factors such as personal, organizational, and non-organizational factors. To provide consistent policing services with improvement in these factors, it's required to find some detrimental factors against consistent policing services and increase the predictability in a series of process. Thus the police should be able to provide nation with uniform and equal policing services by raising legal stability and foresight in the process through consistent policing services and at the same time, public reliability must also be obtained. In this paper the purpose was to identify police officers' microscopic and macroscopic factors on the basis of restraints on their consistent behaviors.
