경찰내부고객 만족도가 근무성과에 미치는 영향

내부고객만족은 구성원이 고객에게 휼륭하게 봉사할 수 있는 능력을 가질 수 있도록 훈련시키고 동기를 부여하는 과정으로 조직원의 호감이 고객에게 이전(Good Will Transfer)되는 것이다. 그럼에도 경찰청의 직무만족도 조사는 근무조건, 인사관리, 급여후생복리 등 외적인 지표에 상당부분 치우쳐있고 근무성과도 범인 검거율, 표창, 기본근무등 정량적 지표로 점수화되어 있어 조직내의 경쟁과 거부감을 유발하고 있다는 지적이다. 이는 성과측정이나 고객만족도에 관한 연구가 상당부분 진행되어 있는 기업, 의료, 교육, 호텔 등의 고객만족도나 근무성과에 대한 측정과는 근본적인 개념부터 차이가 있다. 민간의 영역에서는 고객만족도가 높아야 재구매율을 상승시켜 이윤창출을 할 수 있다는 점을 인식하고 이를 위한 가장 중요한 경영전략으로 서비스 제공의 최일선에 있는 직원의 내부고객만족도를 향상시켜야 한다는 것을 강조하고 있다. 성과측정도 경제적, 가시적 지표 외에 심리적, 주관적 지표가 고객만족도를 향상시킨다는 점을 강조하고 있다. 이러한 경영전략을 가시적 산출물 측정이 어려운 공적영역인 경찰에서 활용한다면 치안서비스를 향상시키는 중요한 방법이 될 수 있을 것이다. 내부고객만족이 경찰의 근무성과에 직접적인 영향을 미칠 수 있다는 것을 본 연구를 통해 알아보고 경찰관의 근무성과 측정 방법의 변화 필요성과 내부고객만족도의 중요성을 강조하고자 한다.

Internal customer satisfaction means that staff education for good service providing to external customers and Good will Transfer. However, KNPA Job satisfaction survey emphasizes that job condition, salary, records too much. The job performance is also measured by the rate of arrest, awarding and performance record etc. It induces the rival atmosphere and the strong resistance. However the private sector emphasizes that the internal customer satisfaction which enhances the external customer satisfaction to buy the manufacture again. It also realizes that psychological index and subjective index can improve the customer satisfaction not by the economical index and macroscopic index. If this business strategy is introduced into the police system, it can upgrade the police service . This study verifies that internal customer satisfaction can raise the policemen job performance and the customer satisfaction. It also insists that the job performance valuation change and the importance of internal customer satisfaction.
