도보순찰과 차량순찰의 효과성 연구

A Study on the Efficacy of Foot Patrol and Vehicle Patrol -Focusing on the Civilian Satisfaction of Police and the Fear of Crime-

이 연구는 경찰의 순찰활동 효과성 검증을 위해 주민을 대상으로 도보순찰과 차량순찰 효과성을 비교 분석하였다. 도보순찰과 차량순찰의 효과성을 검증하기 위해 주민들이 인식하는 도보순찰과 차량순찰 가시성, 경찰에 대한 만족도, 범죄에 대한 두려움을 조사하였다. 분석한 결과를 바탕으로 경찰에 대한 만족도와 범죄에 대한 두려움 감소를 위한 도보순찰과 차량순찰의 방향을 모색하는 것이 이 연구의 목적이다. 분석한 결과는 다음과 같다. 첫째, 주민들은 도보순찰(55.3%)이 차량순찰(44.7%)보다 범죄예방에 더욱 효과적이고, 도보순찰(53.8%)을 차량순찰(46.2%)보다 선호하는 것으로 나타났다. 둘째, 도보순찰과 차량순찰의 가시성은 경찰에 대한 만족도에 긍정적인 영향을 미치는 것으로 나타났다. 주민들이 목격하는 도보순찰과 차량순찰의 빈도가 높을수록 경찰에 대한 만족도는 향상되었다. 마지막으로 범죄에 대한 두려움 감소에는 차량순찰의 가시성이 긍정적인 영향을 미치는 것으로 나타났다. 이 결과는 도보순찰이 시민과 경찰의 직접적인 접촉을 강화함으로써 범죄에 대한 두려움을 감소시키며, 차량순찰의 빈도와 수준의 증가는 경찰에 대한 만족도와 범죄에 대한 두려움에 효과가 없다는 기존연구와는 상반된 결과이다.

This study carried out comparison and analysis of the efficacy of foot patrol and vehicle patrol for the purpose of confirmation, with the residents as subjects. Investigated categories were the visibility of foot patrol and vehicle patrol, satisfaction on police, and fear of crime. Given the results, this study aims to find optimal ways for reaching civilian satisfaction on police and reduced fear of crime. The results are as follows. First, residents who were inquired thought foot patrol (55.3%) to be more effective in crime prevention than vehicle patrol (44.7%). Foot patrol was also preferred over vehicle patrol for a rate of 53.8% to 46.2%. Second, the visibility of the two types of patrol was critical determining factor in the civilian satisfaction on police: the higher the number of residents witnessing instances of police foot patrol and vehicle patrol, the higher the satisfaction. Finally, the visibility of vehicle patrol was found to be the critical factor in reducing fear of crime. Such results counter the existing research that 1) foot patrol reduces fear of crime through increased contact between citizens and police and that 2) increase in frequency and number of vehicle patrol has no effect on the satisfaction on police and fear of crime.
