해양경찰 3.0 주요 내용과 보완방안

Main Content of Maritime Police 3.0 Promotion Plans and its Complementary Measures

박근혜 정부에서는 새롭게 변화해가는 환경 속에서 국민의 행복을 증대시키고자 정부 3.0을 추진하고 있다. 이에 각 부처가 국정 패러다임에 발맞춰 투명한 정부, 유능한 정부, 맞춤형 서비스 정부를 지향하고 있다. 해양경찰청에서도 정부의 3.0 시책에 발맞추어 해양경찰 3.0 추진방안을 발표한 바 있다. 그 주요내용은 공공데이터의 민간개방 및 공유, 양방향 서비스, 타 부처 및 기관과의 정보 공유 및 활성화, 민ㆍ관 협치, 지역별ㆍ시기별 맞춤형 안전관리 등 이다. 이러한 해양경찰청의 노력은 이제 걸음마 단계이다. 해양선진국들의 3.0사례들을 분석하여 보완할 필요가 점증하고 있는 시점이다. 해양선진국들은 해역별, 지역별, 맞춤형 고품질 해양서비스를 제공하기 위해 고도의 과학기술을 활용한 인프라를 구축하려고 노력하면서도 세세한 부분에도 많은 배려와 고민을 하고 있다. 특히, 미국과 일본은 인공위성을 활용한 위치정보의 확보와 관계기관과의 거버넌스 및 SNS 등을 통한 쌍방향서비스를 제공하고 있어 우리의 해양경찰에 많은 시사점을 제공하고 있다. 이에 필자는 해양경찰 3.0의 주요 내용과 선진국들의 3.0을 바탕으로 공공테이터의 수집과 개방을 위한 첨단 인프라의 구축을 기반으로 '해양 정보 clearing house'체제와 같은 정보교환 시스템의 구축, 소형 선박에 대한 정보 제공의 강화 및 신속한 수색구조를 위한 관계기관과의 제휴ㆍ협력 체제의 구축 등을 대안으로 제시하고 있다.

The Park administration is promoting the Government 3.0 to in crease the happiness of the people in a changing environment. In line with this national paradigm, all ministries are working together to help achieve transparent government, effective government and customized service government. In a related move, the Korea Coast Guard announced a maritime police 3.0 promotion plan in line with the Government 3.0 policies. The main contents include open and sharing of public data, interactive services, activation and sharing information with other ministries and agencies, government-civilian cooperative governance, and regional and time-specific customized safety management, etc. The Korea Coast Guard's efforts still remain at a tottering stage. At this point, there is a growing need for a complement based on the analysis of 3.0 practices from maritime developed countries, who are working on ways to build infrastructure using advanced technology to provide customized high-quality services by sea and region. In particular, the United States and Japan are providing interactive services through the security of location information using satellite as well as SNS and governance with relevant government agencies, suggesting many implications to our maritime police. In this regard, this study proposes the strengthening of providing information on small vessels, establishment of partnership and cooperation with relevant government agencies for rapid search and rescue, and establishment of information exchange system such as 'maritime information clearing house' based on the construction of state-of-the-art infrastructure for the collection and opening of public data as alternatives on the basis of the main content of the Maritime Police 3.0 and 3.0 of developed countries.
