방범용 CCTV의 기술ㆍ운영적 측면의 효율성 및 문제점 분석

A Study on the Efficiency and Problem Occured during Technological Application for Crime Prevention CCTVs

이 연구에서는 다양한 CCTV의 유형 및 사용 목적 중 방범용 CCTV를 중심으로 CCTV의 업무 효율성 및 활용성, CCTV의 기술적 현황 및 문제점, CCTV의 운영상 현황 및 문제점(CCTV 통합관제센터)에 대한 실증 분석을 하였다. 이를 위해 전국의 지방경찰청, 경찰서에서 운영 중인 방범용 CCTV의 운영현황, 실적을 살펴보았으며, 방범용 CCTV를 실제 관리 및 활용하는 경찰실무자, 통합관제센터의 모니터요원 200명을 대상으로 2013년 6월 28일부터 7월 28일까지 설문조사를 실시하였다. 연구결과를 요약하면 다음과 같다. 먼저, 방범용 CCTV는 경찰의 치안업무의 효율성 증대에 긍정적인 영향을 주고 있으나, 반면에 CCTV의 기술적 문제점, 통합관제센터와의 연계성, 관리상 문제점으로 인하여 업무의 효율성에 부정적인 영향을 주고 있는 것으로 나타났다. 다음으로 방범용 cctv의 기술적 측면의 특성에 대한 분석결과, 관내 CCTV의 기술적 측면은 주간에 촬영하기에는 충분하나, 야간에 촬영하기에는 기술적 측면상 문제점이 있는 것으로 나타났다. 마지막으로 CCTV 통합관제센터관련 항목에 대한 분석결과, 통합관제시스템의 모니터요원의 필요성과 이에 대한 평가는 긍정적인것으로 나타났으나, 경찰서 내 통합관제센터의 설치가 필요한 것으로 나타났다.

Next, the characteristics of the technical aspects of the universal cctv room for analysis, taken on the technical aspects of the CCTV building weeks enough to one, to shoot at night--a technical issue. Finally, the CCTV integrated control center related topics for analysis, integrated control system monitors the agent's needs and this is part of our commitment to be a positive assessment, the installation of the integrated control center in the station appeared to be necessary.
