한국경찰의 성과주의 도입과 그 시사점

Introduction of the Performance-Based Management System of the Korean Police and Its Policy Implications : Centering around the Result Analysis of NYPD's COMPSTAT

본 연구의 목적은 최근 논란이 되고 있는 한국경찰의 성과주의의 유래와 본질, 문제점에 대해 살펴봄으로써 제도의 성공적 정착을 위한 방향키를 제시하는데 있다. 우리 경찰의 성과주의는 뉴욕시경의 컴스탯(Compstat)에서 비롯되었고 제도적 동형화(Institutional Isomorphism)로 말미암아 컴스탯의 문제점을 상당부분 답습하고 있는 실정이다. 특히 컴스탯으로 인한 1990년대 뉴욕시의 범죄율급감은 과장되거나 잘못된 주장으로 밝혀졌고, 가혹행위의 증가, 유색인종이나 빈곤층에 대한 차별적 법집행, 경찰조직내의 관료주의 심화, 과도한 경쟁에서 살아남기 위한 데이터 조작 등의 문제는 우리 경찰의 현실과 크게 다르지 않아 보인다. 건전한 경쟁을 유도하여 조직의 생산성을 증대시키고자 하는 성과주의의 취지를 보다 잘 살리기 위해서는 컴스탯 사례를 거울삼아 과도한 성과주의로 인한 문제점과 폐해를 정확히 진단하고 해결하려는 노력이 필히 수반되어야 한다. 효율성보다는 형평성, 결과보다는 절차적 정의가 더욱 중요시되는 경찰업무의 특수성을 감안하여 산출물의 양적 평가에만 치중하지 말고 범죄두려움, 시민만족도, 대민서비스 등에 대한 객관적이고 종합적인 평가가 이루어질 수 있도록 개선되어야 한다.

This study reviews the origin, characteristics, and problems of the current Performance-Based Management System(PBMS) of the Korean Police so as to make plausible suggestions for its future directions. The PBMS of the Korean Police is an outcome of Institutional Isomorphism originated from New York Police Department's Compstat, and thus is following similar problems of the Compstat. For instance, it was revealed that the sharp drop of New York's crime rates in the mid-1990s was little associated with Compstat. Further, increase in police brutality, discrimination against the colors and the poor, exacerbation of bureaucracy, and fabrication of data to survive in choking competition appear to take place in Korea too. In order to reach the PBMS' goal of increasing productivity, efforts have to be made to exactly diagnose and solve the shortcomings and harmful effects of excessive PBMS, taking a lesson from the case of Compstat. In particular, it must be highlighted that the police work values equity and due process above efficiency and outcome. Therefore, such outputs as fear of crime, civil satisfaction, and public service must be given (at least) equal weights for objective and comprehensive evaluation.
