교정시설의 효율적 재난관리 방안

많은 인원이 수용되어 있는 교정시설은 사고예방대책을 수립하고 있으나 매년 각종 사고가 발생하고 있다. 교정의 3대 사고는 도주, 자살, 화재라 할 수 있다. 화재의 경우는 수용자들의 큰 인명피해를 야기할 수 있는 대표적인 사고이며 이러한 화재사고는 특히 재난과 관련하여 발생할 수 있다. 특히 우리나라의 경우 교정시설은 통합방위계획에 따라 범죄자들의 탈주는 막을 수 있는 것으로 파악 됐지만, 시설 대부분이 저층 건물이어서 내진 성능 보강필요성이 제기되고 있다. 이와 더불어 각종 재난에 대비하기 위해서는 교정시설에 대한 전반적인 안전관리 대책이 중요해지고 있다. 교정시설의 재난대비 및 안전관리를 위해서 평소 재난관련 훈련을 강화하여 실제훈련 위주로 실시하여 재난 대응력을 제고시켜야 할 것이다. 특히 하절기 풍수해, 동절기 화재 및 폭설ㆍ혹한 등에 대비한 재난 특별관심기간을 정하여 유관기관과의 실제 합동훈련을 전개함으로써 재난 대응력을 제고시킬 수 있을 것이다. 교정시설의 안전관리 기본방향으로 신속한 재난상황 보고체계 확립, 교정시설 재난관련 법령제정(교정시설에 대한 재난 및 안전관련 법률 제정), 관련 유관기관 협력체제 강화, 재난관련 예산을 확보하여야 할 것이며 구체적으로는 화재 등으로 인한 안전관리, 전염병 등 질병 안전관리, 건축물 등 관리대상 시설물 안전관리에 만전을 기하여야 할 것이다.

A disaster is either a natural or man-made hazard which has come to fruition, resulting in an event of substantial extent causing significant physical damage or destruction, loss of life, or drastic change to the natural environment. Like all buildings, correctional institution must face the devastating effects of earthquakes, hurricanes, floods, fire, and other natural disasters. Especially, the isolation and lack of support is compounded by negative public perceptions of correctional facilities and their inmates, and a failure to understand the serious impact a jail or prison facility would have on public safety in the event of a disaster. This paper examines the unique issues faced by correctional institution responding to disasters and emphasizes the importance of assisting them to develop workable and effective preparedness and response plans. First, we design special response agency under national disaster management system and general response agency under local disaster management system. Second, there is a need to expand the base of safety society culture and to establish the governance of disaster and safety. Furthermore, it is required to systematically cooperate with various local governments, provincial bodies or civil groups at various levels in order to improve efficiency.
