Relationship between Port Environmental Tax and the Health of Neighbouring Port Inhabitants

The Purpose of this paper is to analyze the causal relationship between toxic pollutants and the health of neiboring port inhabitants through the use of time series data for the period 1997 to 2013 in Pusan, In-cheon, Gwang-yang port. In conducting the study, the basic theoretical framework developed by Tahvonen and Kuuluvainen(1991) was used. The result of the analysis reveals that imposing pollution taxes on fuel appears to increase regional income, indicating that imposed pollution taxes have a positive effect on the regional area affected by port pollution. There exists a positive long-run equilibrium relationship between Toxic pollutant (; SOX, NOX, TSP, CO, VOC) & Pollution Tax (; SCT, TFT, ECT, AVT, MFT, RETT) & inhabitant s health. Related pollution taxes on the use of diesel, bunker fuel oil C are very significant. In the short-term as well as the long-term, toxic pollutants and pollution tax have an influence on the neighboring port inhabitants health. Variables represent SOX : sulfur oxides, NOX : nitrogen oxide, TSP : dust, CO : carbon monoxide, VOC : Volatile Organic Compounds, ship : the number of ships, SCT : individual consumption tax, TFT : Transportation/energy/environment Tax , ECT : educational taxes, AVT : value added tax, MFT : motor fuel tax , RETT : TFT+ECT+AVT+MFT.
