경찰수사활동 평가체계정립을 위한 시론

Study on the evaluation system for police criminal investigation -based on the self-evaluation-

최근 경찰활동에 대한 국민의 관심이 고조되고, 행정개혁을 통한 결과지향적 행정 패러다임이 정착되면서 경찰활동에 대한 평가의 요구도 증가될 것으로 예상된다. 그럼에도 불구하고, 현실적으로는 경찰행정에 대한 평가는 부재한 상태이고, 나아가 이에 대한 논의 역시 제기되지 않고 있는 실정이다. 이에 따라 본 논문에서는 조만간 대두될 경찰행정에 대한 평가요구를 수용하기 위하여 수사활동을 대상으로 자체평가의 평가체계를 사전적으로 모색해보고자 한다. 자체평가의 평가체계를 수립하기 위해서는 평가목적, 평가대상, 평가기본요소, 평가지원요소, 평가실시 및 평가결과의 활용 등의 요건들이 필요한 것으로 파악하였다. 그리고 이에 대한 각각의 내용을 이론적 측면에서 구체적으로 규정하고 있다.

With an increase of police activities and result- oriented administrative paradigm through administrative reform, it is expected that the demand on the evaluation of police services will be increased. Nevertheless, there is no evaluation system for police services and further no argument on evaluation system. With the need of discussion on evaluation system for police services, the article aims at examining self-evaluation system for police criminal investigation to receive the need of evaluation. The article finds that factors including object, subjects, basic elements, supporting organizations and statutes, implementation of evaluation and the use of its results are required in order to establish self-evaluation system.
