미국 사회안전시스템의 새로운 변화와 전망

The New Trends and Vision of Social Security System in U.S.

9.11 세계무역센터(WTC) 테러이후 세계의 대부분은 테러리즘에 대해 염려하고 있다. 특히 미국내 사회안전시스템 구축에 있어서 위험관리기술의 발전과 신기술의 등장은 뉴테러리즘에 대한 보안시스템 구축에 중요한 원인으로 작용하였다. 오늘날 미국내 사회안전시스템의 새로운 변화로는 운송경비의 발전과 비상계획의 강화, 조사업무의 확대 등이 진행되고 있다. 특히 운송경비에서 항공시설안전은 민간업체 뿐만 아니라, 민간협력기관, 지역경찰, 주정부, 연방기관 상호협력이 요구되고 있다. 이러한 노력은 사회안전서비스의 다양화와 법률의 보완으로 구체화될 필요가 있다. 또한 안전시스템구축을 담당한 일선경비책임자의 교육강화와 자격강화도 반드시 병행되어야 한다.

After World Trade Center Crashed by New Terrorism in Sep. 11th. 2001, it has been worried about the social security system all around world. Risk management theory, new technology development, and new terrorism gave rise to construction of special security system in U.S. Nowaday, the new attempt of transportation security service, emergency plan, special investigation service have been need to cooperation with industry of private security and public security service. These trends must be supported by variety of social security system so as to meet new demands and making a legal principle. Moreover, it will be executed education program and certification of security service for elevation of the security agent disposition.
