한국경찰의 역사적 접근에 관한 서설적 연구

An Introductory Study on Historical Approach of Korean Police

경찰학이 하나의 체계화된 정상과학으로서 위상을 확립하고 미래지향적인 경찰의 비전을 제시하기 위해서는 우선적으로 한국경찰의 역사가 체계적ㆍ과학적으로 연구되어야 한다. 역사는 모든 학문의 기반이 되며, 이론적ㆍ실천적 기초가 되기 때문이며 따라서 경찰학 역시 예외일 수는 없다. 그런데, 역사적 사실과 인식ㆍ해석의 관계를 토대로 한 역사적 접근은 쉬운 일이 아니다. 한편, 경찰의 역사적 접근 방법은 다른 학문분야와 크게 상이하지는 않다. 그러나 경찰의 역사적 특수성을 반영하고, 이를 보다 체계적으로 접근하기 위해서는 경찰의 역사적 '진보'를 적절히 설명해줄 수 기본요소(국가의 성립과 제도화 및 전문화 등 관련 요소, 치안환경 등)들을 전체사적 관점에서 제시해주어야 할 것이다. 다만, 아직까지 한국경찰에 있어서 이러한 역사적 접근이 심도있게 논의되지 못한 점을 감안 할 때, 이 글에서는 이러한 문제인식을 토대로 하나의 탐색단계로서 의미를 갖고 접근을 하고자 하였다.

It is very important to a systematic, scientific study for history of korean police. Because it present the status of police science and the vision of police. History is essential in all studies, therefore, police science are not exception. However, the approach based on the relations between historical facts and its perception & interpretation are very difficult. In fact, historical approach of police are similar to other fields. But, in order to reflect the historical speciality of police and its systematic approach, we are must show the basic elements(existence of nation, institutionalization and professionalization, police environments etc.) that are able to interpret the historical 'progress' of police in the perspective of holistic history. However, historical approach in korea police have not yet considerably studied, in this, I try to approach just 'one step for quest'.
