Problems and Countermeasures in Korean Police Budget System

경찰예산이란 보통 1년 동안 경찰운영자금을 공급하기 위한 공식적인 계획으로서 범죄의 예방과 진압을 통해 국민의 생명과 재산을 보호하고 사회비용지출과 국부손실을 방지하는 사회간접자본이다. 경찰예산은 소모성 경비가 아닌 생산적 투자재원이며, 경찰의 민생치안 역량 강화와 국민의 복지수준 증진을 최우선적인 목표로 하고 있다. 경찰예산을 통해 제공되는 치안서비스는 대표적인 공공재로서 재화의 소비로부터 얻는 편익이나 효용이 국민 개개인에게 분할될 수 없는 집단재(集團財)이며, 무상수혜(無償受惠)라는 특징이 있어서 보편적으로 일반회계예산으로 제공되고 있다. 2009년 회계연도 경찰청소관 세출예산 중 일반회계 기준으로 인건비와 기본경비를 합친 경직성 경비가 약 76%에 달해 경찰의 과학화와 경찰공무원들의 사기관리에 적당한 예산을 배정하지 못하는 문제가 발생하며, 예산의 탄력적인 운영에 지장을 초래하고 있다. 지난 2005년 이후부터 경찰예산의 증가율이 정부예산의 증가율에 크게 못 미치고 있으며, 정부예산에서 차지하는 경찰예산의 비중 또한 하향추세에 있다. 또한, 경찰의 세입예산이 세출예산액의 15% 수준에 불과하여 만성적인 적자예산 편성기조가 만연해 있으며, 세입예산을 증대시키려는 노력이 부족하다. 경찰청을 포함한 정부기관은 2007년 회계연도부터 프로그램예산체계로 전환하였으며, 통합성과관리시스템 도입에 따라 2009년 회계연도부터 성과중심의 예산운용체제가 본격적으로 가동되면서 경찰업무의 능률성ㆍ효과성ㆍ책임성 등이 제고될 수 있는 계기가 마련되었다. 다만, 성과계획과 예산서상의 프로그램 항목 간 불일치, 성과지표의 대표성 미흡 등 제도 시행초기에 따른 문제점도 지적되고 있다. 본 연구에서는 경찰예산의 문제점을 해결하기 위해 몇 가지 개선과제를 제시하였다. 첫째, 부족한 경찰예산의 보완전략으로서 보조금, 기부금, 몰수법, 사용료ㆍ경찰세 등의 도입을 적극 검토할 필요가 있다. 둘째, 성과중심의 예산운용제도의 조기정착과 효율성 극대화를 위해 대표성 있는 성과지표 개발 등의 보완대책 마련이 시급하다. 셋째, 양질의 대국민 치안서비스 제공을 위한 정부의 재원조달능력은 한계가 있으므로 경찰서비스의 민영화 또는 민간화의 확대가 필요하다. 마지막으로 예산확보를 놓고 정부부처 간에 발생하는 치열한 경쟁 속에서 우위를 점하기 위한 경찰의 자구노력의 중요성을 강조하였다.

A budget of the Police, a official plan to provide an annual policing management funds, is an indirect capital based on the purpose of preventing the loss of national resources and social expenditure that could be possibly kept by protecting the public's properties and life from crime in a way of precaution and suppression of any crime. As a productive investment not a wasting assets, the policing budget has prime objectives of improvement of public welfare and reinforcement of public safety and security. The security service of the police is provided by a general accounts budget of nation because of its free service and community feature which means advantages or convenience from the budget expenditure can not be distributed to the individuals. In the estimated expenditures concerned by police authority in 2009 fiscal year, the fixed cost such as a labor cost or a basic expense ran up 76% to the standard of the general accounts. It results in a problematic management on utilizing the budget with an unbalanced assignments of a policing budget and specially almost failed to allocate to the employee's encouragement or scientific oriented police adminstration. Since 2005, having not been made up with the increase rate of government budget, the priority of police budget in the government budget has declined and an estimated revenue of the police attains only 15% of an estimated expenditure , which brings a chronic biased deficit budget of policing operation. All those fact discourages the police to make their effort to earn their revenue budget. Fortunately, the police established new strategies such as the convert to a program based budget system from a original one in 2007 and the adoption of a integrating achievement management system in 2009 fiscal year that can motivate the police to be more effective, practical and responsible with these full-fledged aim targeted budget operations. In spite of the development of budget operation, it is said that there are a few problems including the inconsistency between goal plans and items on budget program and the lack of representatives of achievement index. In this research, I provide several plans for the improvement of the present police budget. First of all, it is needed to reconsider adoptions of police taxes, service fees, forfeiture laws, government funds, and so on as supplementary measures for the insufficient police budget. Secondly, nothing is worth than developing index of aims which describe as a representative sample in order to adapt the new aim based budget operation system as early as possible and to extend its effectiveness as much as possible. Third, government procurement is not fully enough for the police to provide satisfying qualitied security services to the public, the civilization of the police service is needed. At the last, I also stress out the importance of the police's own effort to occupy the prior places against competitions among government agencies to get guarantee budget.
