범죄전이효과와 이익의 확산효과 측정에 관한 소고

Measuring of the Crime Displacement Effects and the Diffusion Effects of Crime Control : Focused on the Review of the Weighted Displacement Quotient

범죄통제 전략의 성패를 결정하는 데 있어서 범죄전이효과와 범죄통제이익의 확산효과는 정확한 평가를 방해하는 문제로서 주된 연구의 대상이 되어왔다. 또한 서로 상반되는 범죄전이효과와 범죄통제 이익의 확산효과를 동시에 평가하는 것은 상당히 어려운 문제로 남아있었다. 그런데 2003년 바우어스와 존슨에 의해 고안된 "범죄전이지수(WDQ: Weighted Displacement Quotient)" 공식은 범죄통제 프로그램의 효과를 평가하는데 사용될 수 있는 유용한 도구라고 판단된다. 이 연구에서는 WDQ 공식의 원리와 분석과정 및 해석방법에 대해 간단히 소개를 하고 있다. 또한 WDQ가 적용된 각종 연구사례를 통해 범죄통제 전략의 평가에 활용될 수 있는 가능성에 대해 검토를 해보았다. 우선, WDQ를 적용한 연구에 대해 바우어스와 존슨의 연구를 소개하고, 거시수준과 미시수준의 분석방법을 기준으로 선행연구들을 정리했다. 거시수준의 연구란 분석자료의 수준, 즉 실험지역과 전이지역 및 통제지역의 설정이 행정구역 등 광역단위를 사용한 것이고, 미시수준의 연구란 각 지역의 설정이 주택단위 또는 동심원의 반경이 200m 미만으로 설정된 것을 말한다. 이와 같은 기준으로 연구사례를 분류하는 과정에서 몇 가지 한계점을 지적하고, WDQ 공식을 사용하는 과정에서 특히 주의해야 할 점들에 대해서 언급했다. ① 실험지역과 전이지역의 설정범위의 적절성이 확보될 것, ② 실험지역과 전이지역의 설정형태는 합리적인 판단을 거칠 것, ③ 지리학적 분석기법의 응용을 고려할 것, ④ 분석지표로 사용되는 범죄율에 대해 연구대상을 고려할 것, ⑤ 범죄유형을 고려한 분석이 되도록 할 것, ⑥ 연구자의 초점에 따른 분석결과 왜곡된 해석에 주의할 것 등이 그것이다. WDQ 공식의 응용이 아직은 활발하지는 않지만 범죄통제 전략을 평가하는 유용한 도구로서 그 활용가치가 높다는 점에서 추후에 심층적인 실증연구가 이루어졌으면 한다.

In making a precise evaluation of determining the criminal control strategy's success or failure, crime displacement effects and diffusion effect of crime control have been the main subject of research. Furthermore, It has been a very difficult problem valuating a mutually opposite effects in the same time. However, it seems that the WDQ (Weighted Displacement Quotient) formula which was designed by Bowers and Johnson in 2003 is an useful mean to assess the effects of crime control program. In this inquiry, the principle, analysis process and analytical method of WDQ formula is being introduced. In addition, through many kinds of instances which were applied to WDQ, the possibility of being applied to the evaluation of criminal control strategy was scrutinized. First, for the WDQ applied research, Bowers and Johnson's inquiry was introduced and previous researches were rearranged by the standard of analytic method of microscopic-level and macroeconomic-level. Macro-economic-level research means the level of analysis data that use an unit of a wide area like an administrative district as the establishment of control area like experimental area and transitional area, and macro-level research is establishment of each area that established in a residence unit or area within less than radius of 100m. Through this standard, some limitations in classification process of the inquiry instances were pointed out, and the matters that require attention in using WDQ formula was mentioned. ① The pertinent establishing range of experimental area and buffer area should be confirmed. ② The establishing shape of an experimental area and buffer area should go through a reasonable judgment. ③ The practical application of geographical analytic method should be considered. ④ For the rate of a crime which used as an analysis index, the inquiry subject should be considered. ⑤ It is useful to have an analysis about the types of a crime. ⑥ The interpretation of an analysis result from focal points of the researchers should be done precisely. The practical use of WDQ formula is not active yet, but, as an useful mean of evaluating crime control strategy, it has a very high application value, so it will be beneficial to have a further research in this area after all.
