최근 과학기술의 발전, 특히 IT기술의 발전으로 개인용 컴퓨터의 급속한 보급과 컴퓨터 통신만의 발달 및 인터넷의 대중화로 현실세계와는 다른 가상공간(사이버공간; Cyberspace)을 만들어지게 하였다. 특히 우리나라는 세계적인 IT강국으로 인터넷은 우리 생활의 중요부분을 차지하고 있다. 지식정보화사회의 도래로 형성된 사이버공간은 커뮤니티, 쇼핑, 인터넷뱅킹 등 우리의 생활에 편리함을 주고 사회적 편익의 증대를 가져오고 있지만, 현실공간에서 예측하지 못한 범죄행위, 전자적 정보의 파괴 및 전자정보를 이용한 반윤리적 행위 등의 사이버범죄가 등장하여 사회문제가 되고 있다. 그러나 사이버범죄는 예방이 가능한 범죄이므로 사이버범죄를 예방하기 위한 노력이 절실하고, 그 피해를 최소화할 수 있는 방안을 마련하여 개인정보를 보호하여야 할 것이다. 즉, 정보화시대에 있어서 개인정보보호법과 같은 체계적으로 정비된 법률도 필요하지만, 더욱 시급한 문제는 정보주체와 정보보유자를 위한 올바른 윤리의식과 법의식이 고취로 사이버범죄를 최소화 할 수 있는 기반을 구축하여야 할 것이다.

Specially our country the Internet kicks the critical part of our life is doing at the IT powerful country which is world-wide. The cyber space which is formed with arrival of the knowledge information-oriented society the community, shopping and the Internet is convenient to a king etc. our life to give and it brings the augmentation of social convenience, it does not predict from actual space the criminal act, the cyber crime of anti-ethical act etc. it uses the destruction and a electronic information of electronic information appears and is becoming the social problem. But cyber crime the crime where the prevention is possible is prevents a cyber crime the effort for to be earnest, to prepare the plan it will be able to minimize the damage must protect a private data. Namely, there is to a information age and with private data preservation law is same and the pressing problem also the law which is maintained systematically necessary but more respects information subject and information holder and must construct the base the ethical ceremony and the Buddhist priest's robe will be able to minimize a cyber crime with inspiration.
