지방재정확충과 지방재정 건전성 강화를 위한 개혁추진의 평가와 과제

Evaluation and Problems of the reforms for the Expansion and Soundness of Local Finance

이명박 정부가 지방재정확충과 지방재정 건전성 강화를 위해 추진한 분야의 성과를 살펴보면 「국세와 지방세의 합리적 조정」과 관련해서는 지방소비세와 지방소득세를 도입하는 성과를 이루었지만, 두 세목의 세수확충기능은 미흡한 수준에 머물렀다. 한편 「지방교부세제도 개선」은 미봉적인 성과에 불과했다고 할 수 있으며, 「지방재정의 투명성ㆍ건전성 제고」는 실질적인 대책의 마련에는 못 미쳤다. 지방재정확충과 지방재정 건전성 강화를 더욱 진전시키기 위해서는 자체재원 중심의 자율형 재정기반 구축이 요구된다. 구체적으로 지방자치단체 과세자주권을 확충하고, 지방소비세 및 지방소득세의 강화를 통해 지방세 세수 신장성을 제고하는 한편 지방자치단체가 발굴한 신세원에 대한 과세를 확대하는 등의 조치가 필요하다. 더불어 지방재정 건전성 강화를 위해 현재 시행되고 있는 사전적 지방재정관리제도와 사후적 지방재정관리제도의 운영을 내실화하는 방안을 강구해야 한다. 또한 지방재정사업을 엄격하게 관리하기 위한 새로운 제도의 도입도 검토되어야 한다.

Lee Myung Bak(MB) administration pursued the reforms for the Expansion of Local Finance and the fiscal soundness of local governments. As to the reasonable adjustments national taxes and local taxes, It succeeded in the introduction of local income tax and consumption tax, but this two tax items were insufficient to expand the tax revenue. The improvements of local allocation tax system in MB administration was only to paste over the cracks and the reforms for the transparency and soundness in local finance did not resulted in preparing the substantial amendments. For the Expansion and Soundness of Local Finance, we have to search a autonomous financial foothold based upon local governments own revenue. To put it more concretely, it is needed to expand the tax autonomy of local governments and to enhance the expansibility of tax revenue through strengthening the local income-consumption tax and to expand taxation objects to the new sources of tax revenue that are found by local governments. In addition, Is is needed to enhance the internal substantiality in ex ante and ex post management systems of local finance which are to strengthen the fiscal soundness of local government. Also, it is necessary to inquire into introducing the effective management systems for the fiscal programs in local governments
