경찰과 지역사회 관계개선에 관한 연구

A study on the improvement of police-community relations

본 연구는 경찰과 지역사회 관계개선을 모색하는데 그 목적을 두고 있다. 경찰과 지역사회 관계는 최근에 새롭게 논의되고 있는 경찰의 역할전환과 효과적인 활동수행을 위한 이론적 토대를 제공하고 있다. 그런데 경찰과 지역사회 관계가 실제 적용에서 어느 정도의 적실성을 함축하고 있는가와 적용과정에서 초래되는 문제들에 관한 실증적 연구는 미흡하다. 특히, 사회ㆍ문화적 여건이 상이한 우리나라에서 이를 효과적으로 활용하기 위해서는 적용과정에 대한 실증적 연구가 필요하다. 따라서 현재 경찰에서 활용하고 있는 지역사회 관계수단들을 대상으로 경험적 조사를 통해 그 문제점을 진단하고, 이를 토대로 경찰과 지역사회 관계를 제고할 수 있는 적절한 방안들을 모색하고자 하였다.

This study aims to explore for a reform measure between the police and community relations. The police and community relations provide a theoretical background which newly be searching for role transition of the police and effective policing. Despite of these normative visions, it insufficient to explore how much relations between the police and community is suitable in the practical aspect and what the problem will be produced in the course of that application. Especially, in this country which different from social or cultural circumstances, it needs positive researches for the course of application to utilize effectively that. Therefore, I pointed out some problems through a empirical research on relations means among communities and explored appropriate measures to improve relations between the police and community.
