깨어진 창이론은 범죄를 통제하고 예방하기 위해서는 지역사회의 무례한 행동이나 사소한 무질서가 중대한 범죄로 발전하게 되므로 이러한 무례한 행동이나 사소한 무질서에 대한 적극적이고 공격적인 경찰활동인 무관용경찰활동을 통히여 더 중대한 범죄로 발전하는 것을 방지한다는 경찰의 범죄예방이론이라고 할 수 있다. 따라서 깨어진 창이론에 근거하여 경찰의 대응도 변화되어야 한다. 첫째, 형식적으로 운영되고 있는 도보순찰은 지역사회의 범죄를 예방하기 보다는 무질서를 파악하고 제거하여 시민들의 불안감을 해소함은 물론 지역사회의 안전감을 증진시키는 목적에 중점을 두어야 할 것이다. 둘째, 지역사회의 무질서가 범죄로 발전하는 경우가 많기 때문에 범죄를 예방한다는 차원에서 경찰은 무질서를 바로잡고 질서를 유지하는 기능을 강화해야 할 것이다. 셋째, 깨어진 창이론에 근거하여 지역사회의 물리적 무질서를 회복하기 위하여 캐나다 터론토경찰이 채택하고 있는 낙서삭제프로그램을 운영해야 할 것이다. 넷째 , 경범죄처벌법은 오물투기, 새치기 등 행위적 무질서에 대한 행위책임을 중심으로 규정하고 있는데 이를 개정하여 공공시설의 낙서 등 물리적 무질서에 대한 상태책임도 묻는 방안을 강구해야 할 것이다.

Fourth, the minor offense law is to prescribe 50 clause focused on behavioral disorder, but it will be amend, including clauses focused on physical disorder In conclusion, it is desirable that we should employ poilce countermeasures based on the broken window theory in korea, such as NYPD zero tolerance policing to control crime and maintain order.
