Issues and Counterproposal of Localized Police System Design

자치경찰제는 지방정부가 지역실정에 맞는 치안서비스를 효과적으로 주민에게 제공하기 위하여 필수적인 민주주의의 실천과제라고 할 수 있지만 아직까지 우리나라는 복잡한 정치적여건과 남북대치라는 특수한 안보상황을 이유로 시행하지 못하고 있다. 그러나 정부는 최근 지방분권로드맵의 일환으로 2005년 말까지 자치경찰제를 도입하겠다고 그 일정을 제시함으로써 자치경찰제의 관할단위와 그 운용체제가 초미의 관심사로 대두되고 있다. 따라서 본 논문은 현행 경찰청 혁신위원회의 자치경찰제안과 이의 모델이 된 영국 및 일본의 자치경찰제도를 비교분석, 그 문제점을 검토하는 한편 바람직한 대안을 제시하는데 목적을 두었다.

This study is focused on design and application the localized police system model. we have centralized police system. but localized police system is very important force for development of democracy and local governance. This study suggests effective local police system model through analysing England and Japan's police system. That is 1) need to institution of the National Security Committee and the Local Security Committee 2) Local government must have the power of personnel management 3) need to legislate Police Budget Special Law. Finally the most task of localized police have to supporting safety of community and enforcement of the law.
