경찰문화에 대한 이론적 고찰

Theoretical Inquiry into Police Culture

경찰을 둘러싼 급격한 환경 변화에 우리 경찰은 적극적으로 대응하고자 노력하고 있다. 하지만 조직 내에 잠재하고 있는 문회적 속성에 대한 올바른 이해 없이 그와 같은 노력은 성공을 담보하기 어렵다고 본다. 이와 같은 인식을 바탕으로 본 연구에서는 기존문헌들을 중심으로 경찰문화와 관련된 이론적인 쟁점들을 종합화하는 것을 목적으로 하였다. 우선, 경찰문화에 대한 국내ㆍ외 연구들을 종합하여 그 문제점들을 진단함과 동시에 체계적 관접에서의 경찰문화모형을 구축해보았다. 다음으로 그로부터 파생되는 연구 쟁점들을 지적함과 동시에 향후 관련 연구들에 대한 방향을 제시해 보았다. 경찰문화를 환경에 대한 대응기제로서의 그 본연적 기능을 중심으로 등장배경 및 그러한 대응결과라는 일련의 과정론적 접근을 통해 이해하고자 하였으며, 경찰문화의 다양성 및 존재성에 대한 논란과 함께 사회화과정에 대한 여러 논의들을 합께 검토함으로써 향후 경찰문화와 관련된 여러 경험적 연구들의 시발점을 제시하였다는 측면에서 그 의의를 찾을 수 있을 것으로 본다.

As circumstances surrounding the police are changing rapidly, the police make every efforts to cope with it. But without proper understanding of the police culture latent in the formal organizations, such efforts are hard to succeed. Based on this understanding, the goals of this study are to explore conventional understandings of police cultures and to construct police culture model based on its causes, prescriptions, and outcomes. This article also assesses the diversity of police culture as departments diversify demographically and philosophically, the criticisms of the police culture concept based on it's scope, rates, and the relationship between attitudes and behavior, and the socialization processes relating 'real' police officer. This article concludes with recommendations for future studies of police culture.
