경찰행정학과 졸업생의 경쟁력 제고를 위한 학교교육의 과제

The Imperative Tasks of University Education for Developing the Competitive Power of Graduating Students Who Majored the Police Administration

이 논문은 경찰행정학과 졸업생의 경쟁력 제고를 위한 학교교육의 과제를 다루고 있다. 즉 경찰에 취업하는 데 있어서의 문제점과 졸업생들의 취업과 관련하여 학교교육의 문제점을 중점적으로 살펴본 후 졸업생들의 경쟁력 제고라는 관점에서 학교교육의 발전방향을 제시해 보았다. 우선 경찰학의 학문적 정체성의 정립과 연구범위의 설정을 위해서 다음과 같은 점이 제시되었다. 첫째, 관련학자들과 실무자들간의 논의를 거쳐 경찰학의 연구대상과 범위를 설정한 후 강의와 경찰시험도 이 범위 내에서 이루어지게 해야 한다. 둘째, 각 대학의 사정을 고려하여 학생들의 경쟁력을 제고할 수 있도록 경찰행정학전공으로 졸업하는 데 필요한 필수과목을 개설하여 이수하게 한다. 그리고 각 대학은 해당 대학의 전임교수의 전공과 학생들의 적성을 고려하여 취업에 가장 유리하다고 판단되는 분야의 과목을 집중적으로 개설하여 수강하게 할 필요가 있다. 교육내용 및 교육프로그램의 개발과 관련해서는 디음과 같은 점이 제시되었다. 첫째, 학생들의 능력과 경쟁력을 함양하기 위해서는 다잉한 교육프로그램을 개발해서 그들이 자유롭게 선택할 수 있도록 해야 한다. 그러기 위해서는 우선적으로 경찰행정학과의 내실을 기하는 일이 선행되어야 한다. 즉 입학인원의 적정화 및 전공교수의 채용 등이 시급히 해결될 필요가 있다. 둘째, 산업체와의 협조체제를 구축히여 경찰행정학과를 졸업한 후 진출 가능한 분이에 관한 정보를 정확하케 파악하고 이를 준비할 수 있도록 교육프로그램을 개발할 필요가 있다. 그러기 위해서는 대학의 위상도 기업이나 사회가 요구하는 방향으로 바뀌어야 하고, 교수들의 역할도 21세기 지식사회에 맞게 변화될 필요가 있다. 또한 교수들의 교육방법도 일방적인 강의방식에서 탈피하여 학생이 함께 참여해서 상호 작용하는 형태로 바뀌어야 한다.

This study probed largely into the problems with the entering the police and education itself within the department of police administration. Then, this study suggested the probable but substantially-needed ways to develop the competitive power of graduating students who majored the police administration in considering employment rates of the students. In order to establish the scholastic identity of the police study and to set up the scope of research, the followings are suggested. First, the targets and scope of the research in the police study have to be set up through the combined discussion and efforts between the scholars and the practitioners. Then, the lectures in universities and entrance exam(s) of the police have to include these agreed contents. Second, given the full consideration of both different situations each university faces and development of its competence, the university needs to open more required courses which the students complete for their graduation. Furthermore, the university has to open more specialized classes which may help the student have more chance to be employed under the complete consideration of the majors of the professors and the aptitude of students. Additionally, there are more suggestions as regards to improvement of vanous contents and programs in education. First, universities need to develop diverse education programs for students to have more choices, and furthermore, to build up their competitive power. To carry out the development of diverse educational programs, it is more imperative to enrich the contents of police administration major itself. In other words, universities have to adjust and ensure the appropriate number of newly admitted students and must recruit more professors whose majors are related to the police study. Second, universities need to cooperate with agencies and companies to develop programs that students can get information to make sure their entry after graduating. For this, universities have to shift their focus on the direction that society and companies want, and the roles of professors also need to follow the rapid changes of the society in 21st century. Moreover, the one-way lecture style to the students has to be replaced by the two-way participatory lecture style.
