Residents' Perceptions on the Crime Control in the Community Policing Activities

국내·외적인 급속한 사회적인 변화는 지역사회를 둘러싼 환경의 변화를 요구하게 되었으며, 지역사회 주민들의 생활에도 많은 변화를 초래하게 되었다. 이러한 변화에 부응하기 위하여 경찰은 질서유지 및 법집행과 더불어 봉사 활동으로 민생치안을 위한 정책을 실행하였으나 불행하게도 주민들의 신뢰를 회복하지는 못하였다. 천안, 아산, 평택 지역 주민 303명을 대상으로 지역사회 경찰 활동에 대한 주민들의 태도와 범죄 통제에 대한 주민들의 인서 정도를 측정한 결과, 주민들의 경찰에 대한 감정적·기능적·범죄적 신뢰 요인이 주민들의 인식에 영향을 미치는 것으로 확인되었다. 즉 경찰의 범죄 통제에 주민들의 인식을 개선하기 위해서는 경찰에 대한 주민들의 감정적·기능적·범죄적 신뢰도를 제고할 수 있는 방안을 모색하여야 할 것이다. 특히 지역사회의 다양한 기능에 대한 주민들의 신뢰가 인식 개선에 가장 큰 영향을 미치는 요인임을 상기할 필요가 있다. 또한 경찰은 전통적인 업무를 유지하면서 주민들의 요청에 즉각적으로 반응할 수 있는 적극적인 의식과 자세의 전환이 필요하다.

Social changes of the inside and outside of the country require environmental changes around community society, and the amount of changes result in the residents' life style of the community society. A rapidly changing society needs new functions and roles of police. But a police organization still has sustained the centralized, authoritative, and coercive behaviors on the public. The behaviors result in the allegations of police abuse of residents and induce residents' complaints about police officer misconduct. This paper explores residents' perceptions and attitudes about community policing activities, and to provide an understanding of the factors related to improve the relationship between the police and community residents. It is based on the survey of 303 residents in cities representing medium sized communities. Its findings indicate that among 13 factors related to the trust between the community residents and community policing, the emotional factor, functional factor, and criminal factor appear the major problem for the successful community policing. Prior to implementing community policing programs, for the successful implementation of community policing, it can be essential to the understanding relationship between the police and residents in community and to improve re-education programs of community policing.
