수사경과제의 운용평가

An Analysis of Professional Detective System in Korea

경찰은 경찰관들의 수사부서 기피문제의 심각성과 수사경찰관들의 자질부족 문제 등을 타개하고자 2005년 1월 1일부터 '수사경과제'를 전격적으로 시행하였다. 수사경과제는 일선 수사경찰관에게 수사경과를 부여해 '평생수사관제'를 확립하는 것으로서, 수사경찰의 전문화를 도모하고 이를 통해서 범죄대응역량을 강화시켜 궁극적으로 수사경찰에 대한 국민의 만족도를 높이는 정책으로 요약할 수 있다. 본 연구에서는 수사경과제 시행에 따른 효과를 수사경찰관의 전문화 정도, 범죄대응역량, 수사경찰에 대한 국민의 만족도의 3가지 측면으로 나누어 평가하는 것을 주요목표로 하였고, 이를 위해 수사체계관련 공식통계자료, 경찰관 설문조사자료, 수사경찰관 국민만족도 조사자료를 다면적으로 분석하였다. 본 연구를 통해 다음과 같은 결과들이 도출되었다. 첫째, 수사경과제와 죄종별수사팀제가 수사전문성의 고양과 수사관들의 근무환경 및 인사고과제도의 개선 등을 실현하는 데 긍정적인 기여를 했음에도 불구하고, 전반적인 직무소외감을 줄이거나 직무헌신을 강화하는 데는 크게 기여한 것으로 나타나지는 않았으며, 수사요원들의 직무적합도와 직무만족도 역시 크게 향상된 것으로 평가되지 않았다. 둘째, 수사경과제 시행 이후에도 수사인력과 예산 및 장비 개선이 크게 향상되지 않은 것으로 조사되었다. 셋째, 수사경찰관 전문교육의 경우 양적인 측면에서는 증가되었으나 교육기법상 획기적인 변화는 없는 것으로 밝혀졌다. 넷째, 범죄대응역량의 측면에서는 수사경과제가 검거율 향상에는 큰 역할을 하지 못한 것으로 추정되었다. 다섯째, 수사경찰에 대한 국민의 만족도를 알아본 결과, 수사경과제가 현재까지 정착과정에 있어 국민의 만족도를 크게 향상시키는 수준에는 이르지 못하고 있는 것으로 평가되었다. 본 연구에서는 이와 같이 밝혀진 사실들에 대한 원인을 분석하고 정책적인 대안을 제시하고자 하였다.

National Police Agency in Korea put the Professional Detective System in operation from January l, 2005 to promote the professionalization of Detectives in Korea. The purpose of our study is to analyse the Professional Detective system and to suggest some reform measures. Before suggesting on the reform measures, we examined the actual conditions and problems of the Professional Detective system as a whole. To carry out our this research literature review and demonstrative analysis are combined together. The basic problems can be divided into five parts as follows. First, the Professional Detective System is not yet perfect so there are some conflicts among investigation teams and detectives who are in different rank. Second, there is insufficient influx of the specialists who major in criminology, scientific investigation, and so on. Third, there is not sufficient budget for financial costs of investigation. Fourth, the arrest rate gets lower than that of 2003 and 2004. Fifth, the customer satisfaction measurement for detectives does not move up than that of 2003 and 2004. The following items can be suggested as alternatives for the problems. First, it is necessary to make the regulations which define the qualification and power of the investigation teams' leader. Second, it is need to recruit more specialists who major in police science, criminology, etc. Third, it also necessary to increase the allocated budget and equipment for investigation. Fourth, it is needed to make a fair evaluation system for detectives' achievement to promote arrest rate. Fifth, it is necessary to estimate the customer satisfaction measurement for detectives at a stated interval.
