경찰공무원의 자기개발에 대한 인식과 경찰인적자원개발 방안

A Study on the Recognition to Police Officer's Self-Development and the Plan to Police Human Resource Development

치안환경의 변화에 따른 경찰활동 수행을 위한 인적자원개발의 중요성이 대두되고 매년 약 2만 여명의 경찰관과 전ㆍ의경이 경찰에서 사회로 진출함에 따라 이들에게 충분한 경쟁력을 가지고 사회로 진입할 수 있게 미리 준비시켜 주는 것이 개인 및 국가경쟁력 향상에 직접적인 영향을 미친다. 이 연구는 경찰인적자원개발에 대하여 첫째, 이론적 토대와 인적자원관리에 대한 선행연구를 토대로 경찰인적자원개발의 목표와 비전을 구성하였고, 둘째, 경찰조직내의 담당부서와 교육훈련 기관의 역할을 재정립하는 기초자료로 활용할 수 있도록 유관기관과의 협력체제 확보, 대학 및 전문연구소 등의 외부기관의 역할 강화 및 협력체제를 구축하는 방안을 제시하였다. 셋째, 상당한 정도로 진척되어 있는 군 인적자원개발과 관련된 연구와 운영성과를 경찰에 벤치마킹함으로써 경찰인적자원개발 방안을 제시하였다. 이 연구에서는 현재 중ㆍ하위직 경찰공무원을 대상으로 설문 조사를 실시하여 자기개발에 대한 인식을 조사하였고, 경찰공무원의 근무환경에 적합한 학습조직체제의 구축, 학점 및 학위취득기회확대, 자격 취득기회 확대, 자기개발 학습 컨텐츠 개발ㆍ보급, 그리고 퇴직경찰관 취업능력개발을 통한 경찰인적자원개발 방안을 정책적 대안으로 제시하였다.

The Importance of police human resources development have been emphasized according to the changes of police working environment. Every year, almost 20,000 retired police and combat police personnel are merging into our society. Therefore It is our mission to prepare those retired person who can get competitiveness, and by doing so we can increase individual and national level of competitiveness. This study has been done to fulfill following three purposes. First, the settlement of goals and visions of police human resources management have been done by researching theoretical basis. Second, roles of cooperative agencies such as relevant government ministries, research institutions and universities have been investigated to set up goals and duties for the related departments of police human resources management such as police training academy, police university, and recruiting department, etc. Finally, the effective measures for bench-marking the results of various researches which are related with army personnel resources management were searched in this research. To complete these research missions, intensive field survey was carried out to investigate personal perceptions of self-development and policy measures such as method of setting up the learning organizations in police organization, the effective way to get university credits and various licenses, the method to set up self-develop educational contents, and the way to enlarge vocational capabilities of retired police personnel were suggested by researchers.
