1950년대 해병대 공민교육의 전개과정 분석

An Analysis for Development of a Civic Education conducted by the Marine Corps in the 1950's

본 연구는 1950년대 해병대를 중심으로 실시되었던 군 공민교육에 대한 연구이며, 공민교육의 교육체계, 교육과정, 교재, 교육성과를 중심으로 살펴보았다. 군 공민교육은 정훈을 조직하고 교재를 발간하여 정훈조직망의 체계에 따라 정훈교육과 문해교육을 중점적으로 실시하였다. 그 결과 국가정책의 과제였던 비문해를 해결하는데 큰 역할을 하였다. 둘째, 한글교육 후 기술교육과 고등공민교육까지 이어져 제대 후 사회구성원으로서 사회 경제활동의 능동적 주체로 성장할 수 있는 기반이 되었다. 셋째, 교육망을 구성하여 하위조직부터 상위조직까지 체계적인 교육이 이루어져 오늘날까지 회자가 되는 해병대 공동체 정신의 기초가 되었다. 넷째, 체계적이고 계획적인 교육을 통하여 삶의 내면화 과정을 형성하여 근대적 가치를 실현할 수 있는 주체가 되었고, 외상 후 정신적 스트레스 문제를 해결하였다. 즉 군이라는 특수사회에서 군인화를 위한 교육을 실시했지만 그 기반에는 다양한 의미를 담고 있으며 중요한 교육기관 역할도 담당하여 1950년대 국가 재건과 정체성 기틀을 마련하는데 중심적인 역할을 했다.

This study is a research study on military civic education conducted by the Marine Corps during the 1950's. The research focuses on the system, syllabus, textbook and accomplishments of the education program. As the military established its troop information & education branch, it conducted civic education, mainly focusing on troop information literacy education. This consequently made a great contribution to eradicating illiteracy, which was a national policy at the time. Secondly, literacy education later linked with skill training and higher education, which made a foundation for people to become proactive, economically active participants of society after they completed their military service. Third, it constructed a network of education system, linking basic organizations to advanced organizations and enabling systematic education programs for Marines, which layed groundwork for the 'marine corps spirit', which continues until today. Fourth, through systematic and planned education, marines developed into a proactive population that can realize modern values. It also helped solve post-traumatic stress. Although the military conducted education to train its servicemen as soldiers, at its core, this education has much more significance. It served as a major educational institution, and played a critical role in rebuilding the nation and establishing national identity in the 1950's.
