지구화 시대 생태관광을 통한 지역성 생산에 대한 연구

A Research on the New Production of the Locality through the Ecotourism : The Case of Kiadan Pelaga Village in Bali, Indonesia

본 논문은 지구화 시대 가장 크고 가장 빠르게 성장하고 있는 경제 부문의 하나인 관광업이 관광 목적지와 그 지역의 사람들에게 미치고 있는 부정적인 영향에 대해 비판적인 문제제기에서 출발한다. 급증하는 해외 대중관광의 이면에는 대규모 휴양지 개발로 인한 지역 환경의 훼손뿐 아니라 고유한 지역성의 실종, 주민의 삶의 질 하락의 문제가 자리하고 있다. 그렇지만 연 10억 건을 상회하는 해외여행의 규모에서 알 수 있듯이 국가 경계를 넘어 교류하는 모빌리티가 급증하는 현실 속에서 왕래 자체를 부정하거나, 개발이냐 환경 보전이냐의 이분법에 빠지기보다 좀더 적실한 논의가 필요하다. 이러한 맥락에서 본 논문은 의식 있는 글로벌 여행자와 지역 공동체 기반의 생태관광 프로그램이 서로 소통하는 장으로서 '생태관광'이라는 새로운 틈새 공간의 미래지향성을 탐구해 보고자 한다. 그 경험적인 사례로서 아시아의 대표적인 관광지인 발리(Bali) 안에서 실행되고 있는 키아단 펠라가(Kiadan Pelaga) 마을의 생태관광 프로그램을 소개하고, 새로운 지역성의 생산이라는 관점에서 그 의미를 밝혀보고자 한다. 그리고 '더 좋은 마을만들기'를 향한 그들의 집합적인 실천을 통해서 마을 공동체, 지역 주민, 그리고 환경의 지속가능성이 커질 것임을 논의하고자 한다.

I began this study acknowledging that tourism is one of the largest and fastest-growing economic sectors in the age of the globalization and it has negative impacts on the destination and the local people. Mass tourist abroad and the large scale resort development for them have been resulted in the environmental damage, loss of the authentic locality, and the degradation of the quality of local people. However, as the recent magnitude of the 1 billion tourist per year demonstrates that fast growing mobility across the borders are an unavoidable phenomenon. So, the more relevant discourse is needed beyond the dichotomy between development and the environmental preservation. In this context, I explore the future vision through the ecotourism, as the niche space, which connects the conscious global traveler and the community base ecotourism program. In order to that, first, I introduce the ecotourism program run by the Kiadan Pelaga Village in Bali, the representative of Asia Tourist destination. Secondly, focusing on the production of the new locality, I try to articulate the meaning of their attempts. Lastly, I argue that through the collective practices towards better village building, the sustainability of their own village community, local people, and the environment will enlarge.
