A Study on the Development Plan of Women-Friendly Cooperatives

1. 연구의 목적 및 필요성 □ 사회적 경제 섹터의 여성친화적 발전 가능성 ○ 협동조합기본법 시행 이후 빠르게 성장하고 있는 사회적 경제(social economy) 섹터가 여성친화적 섹터로서의 발전할 수 있는 가능성이 있다. ○ 조합원 5인 이상이 모이면 협동조합 설립 가능하게 되었으며, 2014년 12월말 현재 협동조합 인가(수리) 건수 총 6,161건으로 성장세에 있다. ○ 경제적 측면에서 파급효과를 살펴보면 경영 구조 상 고용주가 곧 근로자가 되는 방식으로 인하여 고용 안정성을 확보하면서 창업의 증가가 발생하고, 이는 일자리 창출로 이어져 지역경제 활성화 및 사회서비스 제공의 확대가 이루어질 수 있다. ○ 사회적 측면에서 구성원의 삶의 질 향상과 사회적 자본 창출 및 윤리적 가치를 형성할 수 있다. □ 사회 서비스의 수요와 고용문제의 해결부문 ○ 2012년 선진 7개국 여성 고용률은 61.7%이었으며 OECD 평균은 57.1%였으나, 한국은 53.5%로 상대적으로 낮은 비율을 보였다. ○ 협동조합은 특별한 업종의 제한을 받지 않기에 지역사회에서 다양한 서비스와 재화 개발 가능하며, 현재 여성일자리 증가가 예상되는 사회서비스 분야에서 협동조합이 많이 설립되고 있다. □ 본 연구는 협동조합이 과연 여성친화적인가 그리고 협동조합이 여성친화성을 견지하면서도 성장이 가능한가라는 질문으로부터 시작하고 있다. ○ 이 질문은 협동조합은 여성친화성을 갖고 있는지, 갖고 있다면 그 수준은 어떠한지, 그리고 여성친화성이 협동조합의 발전에 긍정적인 영향을 미치는지 살펴봄으로써 해결할 수 있을 것이다.

The purpose of this study is to examine whether cooperatives get women-friendliness, to see the women friendly level of cooperatives if getting women-friendliness, to identify if women friendliness have an positive impacts on the development of cooperatives, and to suggest policy orientation for nurturing women-friendly cooperatives based on comprehensive women-friendly theory. The study uses quantitative and qualitative methods such as literature review, professional analysis, empirical survey, case study. First, the concept and index of women-friendliness are developed through literature review. Second, we conducted the survey to 38 professional from 2014 May 19th to 2014 July 4th in order to identify a relative importance to the indicators of women-friendly cooperatives. The professional survey is analyzed by AHP method. Third, the empirical survey on the women-friendly level of cooperatives as well as organizational characteristics and working condition of cooperatives is conducted from 2014 August 6th to September 12th focused on cooperatives with at least two more employees in Seoul city and Kyeonggi-do province. Fourth, the study conducts case study in order to show the actual aspects of women-friendly cooperatives. We suggests four policy orientations for women-friendly cooperatives; (1) need to develop a cooperation model between public sector, private sector, academic sector in order to supply human resources to women-friendly cooperatives; (2) need to make and disperse family-friendly certification system for cooperatives along with developing the family-friendly evaluation items and building the implementation system of family-friendly certification system; (3) need to expand the social markets for women-friendly cooperatives; (4) need to utilize financial support institutions for increasing the women-friendly indicators at relatively low level and to raise women-friendly care cooperatives for dispersing the culture of cooperatives.
