학생생활기록부 기재방식, 관리, 활용의 문제점과 개선방안

본 연구는 학생생활기록부의 현황과 문제점, 개선요구를 분석하고, 우리나라 학교생활기록부 기재방식, 관리, 활용에 있어 개선방안을 도출하는데 그 목적이 있다. 이를 위해 본 연구에서는 문헌분석과 포커스그룹 인터뷰를 통하여 현행 학생생활기록부 기재방식, 관리, 활용상의 문제점과 개선요구를 분석하고, 그 개선방안을 제시하였다. 우선, 학생생활기록부 기재 및 관리를 위한 개선방안은 다음과 같다. ① 정부는 학교생활기록부 작성에 대한 거시적인 틀만 제공할 필요가 있다. ② 학생생활기록부 기재방식에 대한 효율적인 연수가 요구된다. ③ 학교생활기록부의 구성 항목은 가능하면 팩트 중심의 사실만 기록하게 하는 방향으로 개선하는 것이 필요하다. ④ 학교생활기록부의 일부 항목에 대하여 분기별 또는 주기별로 작성하도록 의무화 할 필요가 있다. ⑤ 학교생활기록부 기록의 주체를 다양화 할 필요가 있다. ⑥ 학생부 영역별 입력 가능 최대 글자수의 제한에 대한 검증 및 개선이 필요하다. ⑦ 학교생활기록부 입력시 입력창이 확대될 수 있도록 시스템적으로 지원하거나 붉은 색으로 오탈자, 문법오류 등을 표시해주는 프로그램이 필요하다. 다음으로, 학생생활기록부의 연계 및 활용을 위한 개선방안으로, ① 상급학교와 하급학교의 연계, ②행정기관 및 학생활동 관련 시스템간 연계, ③ 교과기록에 관한 연계, ④ 대학입시제도와의 연계 등에 대한 방안을 제시하였다.

The purpose of this research was to analyze the current status of reporting methods, management of school report in Korea and to suggest future directions for educational utilizing of school report. In accordance with the purpose, we reviewed theoretical and practical studies and constructed a focus-group interview. Further policy implications based on the guideline for improvements are as follows: 1) The government needs to offer a big picture on the school report system; 2) School reports had better include objective facts only; 3) Several categories in school reports should be filled in on a quarterly or periodical basis; 4) A variety of entities should be allowed to participate in writing school reports and word limits for each category in school reports should be revised after a thorough assessment;and 5) Improvements in the computerized report writing system such as an enlarged writing section and an automatic spelling and grammar checker are needed. For guidelines to improve the connection and utilization of school report, this study suggests the importance of the links 1) between upper schools and lower schools and among elementary, middle and high schools regarding to recording academic achievements, 2) between other administrative organizations and systems for student activities, and 3) between the school report system and the university entrance examination admission system in Korea.
