대러 자동차 및 부품 수출의 시베리아횡단철도 운송경로 전환에 대한 경제성 분석

Economic Feasibility Analysis on Modal Shift from Sea Route the Trans-Siberian Railway Route in the Korea-Russia Automotive Export

본 논문은 대러 자동차 및 부품 수출에 있어 기존 해상운송 구간에서 시베리아횡단철도 구간으로 운송경로 전환에 대한 경제성 분석을 통해 향후 정책방향을 제시하였다. 이를 위해 최근 러시아 자동차시장 현황 분석과 국내외 통계자료를 활용하여 2015~2030년 대러 자동차(신차와 중고차) 및 부품 수출 물동량을 예측하였고, 구간별 운송비용 자료를 이용하여 기존 해상운송 구간에서 시베리아횡단철도 구간으로 운송경로 전환에 대한 경제성을 분석하였다. 특히 해상 및 시베리아횡단철도 구간의 운송비용, 물동량수요, 사회적 할인율 등 요인들의 변화에 따른 민감도분석을 통해 향후 정책방향을 도출하였다. 분석결과, 러시아 우랄산맥 동부지역을 대상으로 한 자동차 수출의 경우 기존 해상운송 구간에서 시베라이횡단철도 구간으로 운송경로를 전환하는 것이 경제성이 있으며, 향후 해당구간의 자동차 및 부품 물동량을 유치하기 위해서는 러시아 동부지역에 물류거점을 확보하고 현지 파트너와 물류협력체계를 구축하는 것이 필요하다고 판단된다.

The objective of this study is to analyze economic feasibility on modal shift from sea route to the Trans-Siberian Railway (TSR) route in the Korea-Russia automotive export and to propose the future policy recommendations. For this purpose, this paper investigated recent Russian automotive market situations and forecasted 2015~2030 export volumes of automotive (new cars and used cars) and parts to Russia, using domestic and foreign statistical data. In addition, this paper performed sensitivity analysis considering the changes on transportation costs of sea route and TSR route, export volumes through TSR route and social rate of discount. As a result, it is economically valid to transfer from sea route to the Trans-Siberian Railway (TSR) route on automotive export to Russian eastern parts of the Ural Mountains. It is needed to secure logistics facilities in this region and establish logistics collaboration partnership with local businesses to attract the quantity of automotive (new cars and used cars) and parts in the future.
