유치원 2주기 평가를 통한 개선 방안 모색

Searching for Improvements through Second Year Evaluation of Kindergartens

본 연구는 2013년 유치원 평가에 참여한 평가위원들이 생각하는 2주기 평가의 문제점을 알아보고, 이를 통해 향후 3주기 유치원 평가의 개선 방안을 모색해 보는 것을 목적으로 하였다. 연구대상은 2013년 2주기 평가에 참여한 G시, N시, S시, B군, J군 지역 평가위원 16명으로 대학, 유치원, 초등학교에 재직 중인 평가위원이고, 면담은 9월부터 12월 사이에 이루어졌다. 연구결과 첫째, 평가위원들은 평가의 문제점으로‘평가의 부담으로 인한 교사의 이직과 사직, 유치원 대표자와 교사 간의 평가에 대한 관점 차이, 유치원의 일상적 모습이 아닌 평가 일을 위한 이벤트, 유치원 특성을 고려하기 어려운 동일한 평가지표의 문제점’이라고 생각하였다. 둘째, 평가위원들은 향후 평가의 개선 방안으로 ‘사전 컨설팅을 통한 조력 시스템 개발, 사후 컨설팅 의무화를 통한 컨설팅의 내실화 추진, 평가 결과에 따른 적절한 보상 마련, 유치원 규모와 교사 배경에 따른 차별화된 평가지표 재구성’을 제안하였다. 이러한 연구결과는 향후 3주기 유치원 평가 준비를 위한 정책 결정 및 평가 시행을 위한 기초 자료로 제공될 수 있을 것이다.

The purpose of this study is to identify problems in Second Year Evaluation of Kindergartens that evaluators who participated in 2013 Kindergarten Evaluation Scheme, and to find out improvements for Third Year Evaluation of Kindergartens. Subjects were 16 evaluators in G, N, and S city, B, and J-gun participating in the Second Year Evaluation in 2013, who were working in universities, kindergartens and elementary schools. Interviews were made from September to December. From the result, the followings were found; first, evaluators thought ‘turn over and retirement of teachers because of the burden of evaluation, difference in perspectives on evaluation between kindergarten chiefs and teachers, events for evaluation day rather than ordinary days of kindergartens, and problems in evaluation indexes that don’t consider size of kindergartens and teachers’ were problems. Second, evaluators proposed ‘development of support system through pre-consulting, reinforcement of consulting through making post-consulting mandatory, compensation according to evaluation results, and reconfiguration of evaluation indexes to consider character of kindergartens and teachers’ as future improvements. Such study results will provide basic materials for policy decision and evaluation execution for the Third Year Evaluation of Kindergartens.
