충남의 보육정책에 대한 인식과 요구

Research on recognition and needs of Chungnam area nurture policy pursuant to age and nurture qualifica

이 논문은 충청남도 지역에 적합한 보육정책을 개발하고자 유아교육과 보육기관에 근무하는 20대에서 50대 원장 및 교사, 아이돌보미, 학부모, 전문가 등 433명에게 설문조사를 실시하여 응답자의 연령과 보육자격에 따라 영유아 양육, 보육서비스, 보육인력, 보육 행․재정지원에 대한 인식과 요구를 분석하였다. 문헌조사, 전문가 및 실무자 간담회를 통해 심층적으로 문항을 개발하여 설문조사를 실시한 결과, 영유아 양육에 대해 부모, 지역사회, 국가에 대한 책임을 강조하였고, 부모교육의 필요성을 인식하고 부모를 위한 양육정보의 제공을 요구하였다. 보육서비스와 관련하여 국공립어린이집에 대한 선호도가 높았으며, 민간어린이집에 대한 지원방안으로 보육교사의 임금체계 개선이 제일 높게 나타났다. 보육인력의 자격에 대하여 2～3년제 대학교 이상의 학력을 요구하였으며, 인성과 인격을 갖춘 보육교직원의 자질을 강조하였다. 마지막으로 보육의 공공성 확보를 위해 공공형 어린이집의 확대를 요구하였고, 유보통합 시중앙정부의 관계 부처가 통합되고, 유아 관련 지원체계가 먼저 이루어져야 한다는 의견이었다. 효과적인 보육료 지원방식으로 ‘소득계층을 고려한 동일 연령 영유아에 대한 차등 보육료 지원’에 대한 요구가 많았다. 이런 결과는 지역과 국가 수준의 보육정책에 대한 방향성을 구체적으로 제시할 수 있을 것이다.

In order to look into recognition and needs of Chungcheongnamdo area nurture policy, this thesis was made on the basis of the questionnaires result conducted on respondents in their twenties and fifties living in si or gun of Chungnam. It investigated which age group respondents showed which recognition and needs of nurture policy, and it also made statistical analysis on data after classification of nurture qualifications into director, nursing teacher, school parents, and professors related to nursery care. With respect to infants' nature, child care service, the quality, qualifications and working conditions of child care manpower, and recognition and needs of child care administrative, financial support policy which were considered by Chungnam inhabitants pursuant to age and nurture qualifications, it will possible to discover and expand fresh nurture policy which is desperately needed in the area, and it is thought that this study will provide very useful information for practicing consumer-oriented nurture policy suitable for regional features of Chungnam.
