수출이 환경성과에 미치는 영향에 관한 연구

The Impact of Exports on Eco-efficiency Index in Korea Industrial Complexes

한국의 산업단지는 한국 제조업 성장의 요람이며 성장과 환경의 양면성을 극명하게 보여주는 상징적인 공간이다. 최근 대ㆍ내외적 산업환경의 급격한 변화와 친환경적이고 지속가능한 생산단지로의 변화요구 등으로 인해 산업단지에 대한 새로운 운영효율지표를 분석할 필요성이 높으며 이에 본 연구는 자료포락분석의 방향거리함수를 적용하여 한국의 주요 58개 산업단지의 생태효율성을 추정한다. 나아가 FTA와 같은 자유무역의 확산이 실제 산업단지에 미치는 환경적 효과를 분석하기 위해 추가적인 계량분석을 시도한다. 분석결과 국가산업단지와 일반산업단지의 구분에 따라 생태효율성 수준이 다소 상이하게 계측되었으며 이는 각 산업단지의 산업구조형태 및 생산단위당 오염물질 배출량 등의 차이에서는 오는 결과로 예측할 수 있다. 먼저 국가산업단지에서는 규모의 경제효과에 의한 생태효율성의 향상이 표출된 반면 일반산업단지에서는 공해산업의 생산활동에 따른 생태효율성의 하락을 확인할 수 있었다. 한편 국제무역의 확산에 따른 산업단지의 수출량 증가는 국가ㆍ일반산업단지 모두에서 생태효율성과 양(+)의 관계를 보이며 수출생산으로 인한 생산효율 및 저감효율의 향상이 주요인으로 판단된다.

The purpose of this paper is to measure the eco-efficiency indexes of 58 Korea industrial complexes(national 19, regional 39) and to figure out the impact of exports on environmental performances in the process of expansion of negotiating free trade agreements. According to empirical results using directional distance function of data envelopment analysis, this paper shows the district differences among decision making units from the perspective of eco-efficiency scores. In addition, this research tries to estimate the effect of export ratio in total production on the change in eco-efficiency index and find out the positive relationship between two variables with a statistically significant estimate. This result means that environmentally-efficient production units have been developed with the expansion of free trade during the period from 2008 to 2011. This paper also found that national industrial complexes which are more extensive and capital-intensive have largely experienced the effects of economy of scale and environmental-friendly production in the production of pollution-intensive industries.
