최종수요ㆍ최종산출 모형에서 예산제약하의 승수효과분석

Multiplier Analysis under Budget Constraints in the Final Demand-Final Output Model: Based on an Alternative Analysis through the Concept of Constrained Final Output Multipliers

본 연구의 목적은 다음과 같다. (1) 투입ㆍ산출(IO)모형의 대안모형으로 개발된 최종수요ㆍ최종산출(FF) 모형에서 예산제약하의 승수효과분석의 필요성을 논증하고자 한다. (2) FF모형에서 예산제약하의 승수효과분석을 가능하게 할 수 있는 분석 모형을 유도하고, 이들 모형에 대한 경제적 의미와 성격을 규명하고자 한다. (3) FF모형에서 예산제약하의 승수분석 모형을 토대로 하여 한국 경제를 분석 대상으로 한 경험적 연구를 수행하는 것이다. 투입ㆍ산출모형의 균형식(Ax+f=x)를 산출ㆍ산출(OO)모형의 균형식(Bo+x=o)에 대입하면 FF모형의 균형식(Ax+Bo+f+o)이 된다. FF모형에서 최종수요(f)와 최종산출(o) 사이의 승수분석은 최종수요(f)ㆍ최종산출(o) 승수(Cgf)로, 최종산출(ō)과 최종산출(o) 사이의 승수분석은 최종산출(ō)ㆍ최종산출(o) 승수(Ĉgf)로, 최종수요(f-)와 최종수요(f) 사이의 승수분석은 최종수요(f-)ㆍ최종수요(f) 승수(Ċgf)로 각각 분석할 수 있다. 예산제약하의 승수효과를 분석할 때에는 해당 부문에서 발생하는 양의 최종산출효과와 여타 다른 부문에서 동시에 나타나는 음의 대체효과를 함께 고려한 제약승수 개념이 새롭게 요구되고 있다. 두 변수(f와o) 사이에서 j부문에 대한 제약 최종산출승수(Ŭoj)는 양의 값을 갖는 최종산출효과와 음의 값을 갖는 대체효과로 나누어지며, 또한 내부효과와 외부효과의 합과 일치하게 된다. 경험적 사례 연구에서 제약 최종산출승수와 최종산출효과 사이에는 높은 정의 상관관계(ɤp: 0.9994, ɤs: 0.9962)와 함께 상위 7개 부문도 거의 일치하고 있다. 반면에 내부효과와 외부효과 사이에서는 전혀 무관한 상관도를 나타내고 있다.

Generally, the input-output(IO) multipliers derived from the output requirements matrix for final demand(or Leontief inverse Cf) between final demand(f), total output(x), and final output(o) are on the basis of the unrestricted(or unconstrained) conditions in financing and budget constraints. In the real economic circumstances, however, let us now consider a new scenario where any new injections into the real world are constrained by the aggregate current level of government expenditures. Namely, suppose a new injection program focused on an endogenous sector j needs a reduction of expenditure in the remaining whole sectors, for i≠j, so as to maintain the total budget constraints of the government. Based on the latest research findings and results from the multiplier analysis under budget constraints in the recent economic literature, the specific objectives of this paper can be summarized as follows. (1) We make a test of the importance and necessity for the multiplier effects under constraints through the final demand-final output(FF) model developed originally by the author as an alternative of the IO model. (2) We derive the model for the multiplier analysis under budget constraints and interpret the economic characteristics and meanings of the model driven. (3) We empirically estimate the multiplier effects under constraints by endogenous sectors through the FF model from the raw data on the Korean economy 2010.
