EU의 REDD+(산림전용 및 산림 황페화 방지)정책과 그 발전을 위한 제고요인

A Study on the EU's REDD+(Reducing Emissions from Deforestation and Forest Degradation) Policy and the considerations for the Development

유럽연합은 산림전용(Deforestation) 및 산림황폐화(Forest Degradation)로 인한 대기로의 탄소배출량에 대한 심각성을 주지하면서 REDD+(Reducing Emissions in Deforestation and Forest Degradation)정책의 발전을 도모하고 있다. 2020년 이후의 신 기후변화 레짐의 불확실성, 산업부문의 배출 탄소량을 상쇄시킬 수 있는 탄소배출권의 확보는 유럽연합의 REDD+ 정책 발전을 위한 분연한 노력의 또 다른 배경이라 할 수 있다. 본 논문은 현재까지의 EU의 REDD+정책발전, REDD+이행 관련 주요기관들의 역할, EU의 REDD+대상국가와의 정책현황, REDD+의 효과적 이행을 위한 제고요인들을 분석함으로써 유럽연합의 REDD+정책흐름을 파악하고 그 발전방향을 모색해보는 데 있다. REDD+ 부문 배출, 상쇄, 제거 탄소량 관련 정확한 데이터를 산출할 수 있는 정확성과 객관성이 가중된 회계규정의 조속한 정립을 통한 CDM으로서의 EU ETS로의 병합, REDD+관련 법 집행에 있어서의 독립성과 그 권한을 부여받은 제3자 독립주무기관의 권한 강화, 그리고 REDD+사업 대상국 지역정부와 지역주민들에게 제공하는 지역 경제 활성화 차원의 지역고용할당제, 배출권 거래 후 수익의 일부 지역경제로의 재투자 등은 EU의 REDD+정책의 효과적 이행을 위한 중요한 제고요인들로 작용할 것으로 보인다.

The EU is making its efforts in developing its REDD+ policy, aware of the gravity of the CO2 emissions into the atmosphere due to deforestation and forest degradation. Uncertainty of the post-Kyoto Climate Change regime beyond 2020, CO2 offsets to be sufficient for emissions from industrial sectors, are another primary reasons for which the EU is making the strenuous efforts. The paper is purposed to shed light upon the overview of the EU REDD+ policy and seek for direction for its development. For that purpose, the paper analyzes the major developments of the policy till the present, the roles of the relevant primary institutions in the implementation, the REDD+ partner countries'status quo in the policy area, and significant factors to be reckoned with for the effective implementation of the policy. Speedy and well established accounting rules with accuracy and objectivity of removals, offsets, emissions of CO2 in the EU REDD+, can lead to incorporation of the policy area into the CDM under the EU ETS. The incorporation, enforcing the authority of the independent but authorized main body in charge of the policy and providing incentives such as local employment quota and reinvesting the profits from the emissions trading into the local economy, can serve as paramount factors to be taken into account for the effective implementation of the EU's REDD+ policy.
