주택가격의 지역 간 전이 효과와 시간가변 특성

Spillover Effect and its Time-varying Characteristics in the Korean Housing Market

본 연구는 주택가격의 지역 간 전이효과를 분석하기 위하여 Pesaran and Shin (1998)이제안한 일반화 예측오차 분산분해와 Diebold and Yilmaz (2012)가 제시한 전이효과지수 의 개념을 적용하였다. 또한 전이효과의 시간가변 특성을 파악하기 위하여 표본이동을 통한 반복VAR분석을 실시하였다.실증분석결과, 첫째, 지역 간 주택가격의 총전이효과는 53.5%로 나타나 지역 간 연관관계 또는 파급효과가 상당히 존재함을 확인할 수 있었다. 그러나 전이효과는 점점 감소하고 있는 것으로 나타났다. 둘째, 총전이효과의 시간가변성을 확인한 결과 전이효과는 주택가격지수와 반비례관계에 있는 것으로 나타났다. 즉, 주택가격이 상승할 때는 전이효과가 감소하고 주택가격이 하락할 때는 전이효과가 상승하는 경향을 보였다. 셋째,서울과 수도권이 한 블록, 5대광역시와 지방중소도시가 다른 블록으로 형성되는 상당히독립적인 시장인 것으로 확인되었다. 이러한 분리 독립성은 시간이 지나면서 점점 강화되고 있다. 한편 서울이나 수도권의 지방에 대한 영향력은 점점 약화되고 있다. 본 연구의 결과는 부동산 정책입안자, 부동산 투자자, 펀드운용자 등에 중요한 함의를 제공할것이다. (서울+수도권)과 (광역시+지방)은 분리시장이라는 사실과 전이효과가 감소하고있다는 사실은 부동산정책 또한 지역특성을 감안한 차별적 정책이 되어야 함을 의미할것이다.

This study attempts to analyze the time-varying properties of housing price spillovers among regions (Seoul, Gyeonggi, 5-metropolitan city, small-medium city). The variance decomposition resulted from a generalized VAR and the corresponding generalized spillover index given by Diebold and Yilmaz (2012) are employed. Through these analyses, several remarkable results are found. First, the returns of housing prices were synchronized, scored as 53.5% in total spillover index during the entire period. However, the spillover has decreased gradually. Second, the spillover shows large variability over time and is negatively associated with the housing price level. Or the spillovers increase during the downward time and decrease during the upward time. Third, 5-metropolitan and small-medium cities were found to be fairly independent markets from Seoul and Gyeonggi that form another market. This separation has become increasingly prominent over time. These results will provide important implications for policy makers and investors as well as fund managers for the real estate. Real estate policies should be enforced by taking into account different real estate market conditions between the local and Seoul-Gyeonggi province
